On Monday, January 31, the leadership of the Ministry of Internal Affairs held an urgent briefing on the detention of persons who planned mass riots in Ukraine.
Minister of Internal Affairs Denys Monastyrsky and head of the National Police Igor Klymenko took part in the briefing.

- Thousands of "titushkas" were supposed to fight in the center of Kyiv, setting cars and tires on fire. The most radical were promised up to $2.
- Sumy, Chernihiv, Poltava and Cherkassy regions were also targeted.

Igor Klimenko:
- The first paid protest was supposed to take place in Kyiv today, January 31, around 11:00 a.m., near the President's Office.
- Fierce confrontations were planned, including with law enforcement officers.
- The actions were not announced in advance, coordination with the police was not carried out - it was assumed that an application would be submitted on January 31 for a protest with the participation of 500 people, so that the Ministry of Internal Affairs did not have time to prepare.
- In total, the participants of the group received more than UAH 1 million, 200 firecrackers, 200 smoke bombs, 20 tires, 10 fire extinguishers, 12 radio stations (to coordinate the actions of the crowd near the OP), fake blood for the organization of the event.
Monastyrskyi and Klymenko also showed a video shot by a hidden camera, in which one of the alleged organizers of the paid protests discusses their details with one of the likely executors of the "order".
