The President of Ukraine, Volodymyr Zelensky, signed Decree No. 130/2021 "On priority measures for the development of professional (vocational and technical) education." This was reported in the press service of the head of state.
The goals of the document are to modernize the system of vocational and technical education in accordance with the needs of the labor market, international standards and practices to ensure the realization of citizens' right to quality and affordable education.
In particular, this decree established the Council for the Development of Professional (Professional-Technical) Education as a consultative and advisory body under the President of Ukraine and approved the Regulations on it.
The Council consists of the head, two deputy heads and other members of the Council who participate in its work on a public basis. The personal composition of the Council is approved by the President of Ukraine.
The main tasks of the Council are: monitoring the development of professional (professional and technical) education; analysis and improvement of the legislation of Ukraine in this sphere; study of labor market development trends and forecasting of priority directions and ways of education development; development of proposals for the formation of modern professional competence in the field of professional (professional and technical) education, etc.
The head of the President's Office was instructed to submit proposals on the personal composition of the Council within two weeks.
The Cabinet of Ministers must ensure the development and approve by September 1 of the current year the state target program for the development of vocational education for the period until 2027, aimed at the modernization of the vocational and vocational education system.
The program should provide for measures to improve the system of professional (vocational and technical) education of Ukraine and the introduction of the best model of financing the activities of the relevant institutions taking into account real needs to ensure the acquisition of modern professions.
The content of such education will be updated, including by developing and approving new state standards, introducing innovative learning technologies into the educational process, providing vocational education applicants with modern textbooks (manuals) and their electronic versions.
It should also provide for the introduction of effective mechanisms for passing industrial training, industrial practice in accordance with the current requirements of professional standards.
In addition, there should be an update of the training programs for teachers, vocational training teachers, industrial training masters of such educational institutions, as well as an increase in the prestige of their work, in particular by introducing motivational financial tools for payment of labor.
Also, the government should work out the issue of increasing the amount of scholarship support for students of vocational (vocational and technical) education institutions and consider the possibility of transferring state vocational education institutions to communal ownership.
