Conscription age from 25 and e-cabinet. Mobilization in Ukraine will be in a new way

Reduction of registration of conscripts and mobilization from the age of 25

Almost a year after the adoption by the Verkhovna Rada, the President of Ukraine Volodymyr Zelenskyi signed law 9281 on lowering the maximum age of citizens on the military registration of conscripts from 27 to 25 years.

"Male citizens of Ukraine who have reached the age of 18 by the day of being sent to the military unit, and older persons who have not reached 25 years old and do not have the right to exemption or postponement of the draft", - the document says.

During martial law, conscription commissions must be held medical examination conscripts who are on military registration and have reached the age of 25. If they are recognized as suitable for military service put on military registration and recognized as conscripts. This means that such boys will be able to be mobilized into the army, even if they did not serve in military service and have no military experience.

Register "Oberig", e-cabinet and UBD automatically: the main thing

Also today, the large project No. 10062 on improving the procedure for processing and using data from registers for military registration and acquiring the status of a war veteran was signed.

The military served it as a step aimed at digitizing the army, which will allow it to act "more mobile and more efficiently both on the battlefield and in the rear." And they called the law critically important.

The document concerns three main blocks. In particular, it allows the transfer of Ukrainian military IT systems to the cloud storage of NATO member countries as part of strengthening cyber defense. And also ensures the launch of digital accounting documents (certificates) with improvement "Oberig" system — the electronic Register of conscripts, conscripts and reservists. In addition, it is planned to launch an electronic services portal, with which it will be possible to issue the status of a participant in hostilities online, offline or automatically if the necessary data is available in the system.

The idea of ​​"Obereg" is to collect personal data of Ukrainians aged 18-60 (conscripts, conscripts and reservists). Accordingly, the following are entered into the system:

— Full name, date and place of birth, gender, citizenship
— place of residence and stay
— data on marital status (presence of children)
— education, profession and place of work
- health status
— military accounting specialty
— details of passports and personal identification number, digitized facial image
— information about parents, criminal record
— phone numbers, e-mail, information about having a driver's license and other data.

Data in the "Oberig" system is available only to employees of territorial picking centers (TCC). In fact, it simplifies the record keeping of conscripts, which should optimize the mobilization process. It is expected that electronic booking will be launched on its basis. And also issuing electronic military tickets with information on the status of a citizen - where he is registered and whether he is fit for service.

A separate Register of military personnel should simplify the acquisition of the status of the UBD by converting the data into an electronic format. In short, military personnel will be able to apply for status not only in writing (as now), but also online.

The procedure provides that within 5 days after the execution of the combat order, the authorized persons of the military units are obliged to form a certificate of participation in combat operations and enter the information in the Register. The UBD status will be provided automatically after the statement is generated together with an electronic identifier (QR code, bar code, digital code). The certificate will be issued in electronic or paper form upon request.

The law enters into force the day after its publication. Earlier, the Ministry of Defense said that it would be launched immediately after that e-office of a conscript. Approximate terms — II quarter of 2024.

The electronic cabinet is the software interface of the Oberig registry. That is, obviously, it will display the aforementioned data about conscripts, conscripts or reservists. The functionality will allow you to update your data without visiting the TCC.

Today it is known that the specialized committee of the Verkhovna Rada refused the mandatory registration of the e-cabinet and the sending of summonses through it. The use of such an office is declared as a right, not an obligation.

Without limited fitness, repeated medical examinations and payment of 15 million hryvnias

The project also became law today № 10313 regarding ensuring the rights of servicemen and policemen to social protection. One of the main norms is no longer has the status of limited fit.

Now, men who, according to the conclusions of the VLC, were previously recognized as of limited fitness, must undergo a re-examination within nine months after the law comes into force. They are recognized as either fit or unfit - according to their state of health.

"Those people who received the conclusion of the VLK as "limited fitness" will undergo a review and their fitness for service will be determined. And in the future, the military medical commission will not issue such a conclusion." - Deputy Minister of Defense Nataliya Kalmykova explained earlier.

The amount of payments to the families of fallen soldiers is prescribed in the law: what amount

The Verkhovna Rada of Ukraine reported that the president signed a law on ensuring the rights of military personnel and police officers to social protection.

Member of Verkhovna Rada of Ukraine Yaroslav Zheleznyak notes that among other things the document establishes the amount of monetary payment at the legal level to the defender's family in the event of his death — 15 million hryvnias.

Military personnel were allowed to be continuously treated abroad for up to 12 months. That is, without the need to pass the VLK every four months. It is also allowed to take a one-time leave in connection with the birth of a child with the preservation of financial support.
