Forced to pay on the spot: Ukrainians with debts began to be stopped on the roads

GIS and the Ministry of Internal Affairs launched a joint project

In Ukraine, citizens began to be forced to pay their debts right on the roads - at vehicle stops. Now the State Executive Service (GIS) together with the Ministry of Internal Affairs (MVD) will be able to demand that malicious debtors-owners of cars pay the following directly:

  • alimony;
  • housing and communal debts;
  • debts by court decision.

According to the Deputy Minister of Justice for GIS issues Andrey Haychenko, since this week, state officials have been catching debtors on the roads of five regions of the country, which, "for obvious reasons", have not yet been named. And he added that soon the project "will be extended to the entire territory of the state."

"Conducting such an experiment showed that many debtors, after they are stopped in a certain place by the National Police, and when it comes to the confiscation of the vehicle on account of the debt, willingly agree to pay it in money, if only they would not take the car away," explained the Deputy Minister of Justice for GIS issues.

However, cash workers of GIS do not collect debts and fines on the spot. They have all the document forms with the corresponding accounts to which the debtor will be obliged to transfer the funds.

Andrey Gaichenko noted that the GIS began to track the movement of debtors' cars due to the ineffectiveness of other collection methods.

He states: it is often almost impossible to find the debtor "at the main place of residence, at summer cottages, with relatives and friends."

In addition, the method of arresting debtors' bank accounts is also ineffective. The reason is banal: lack of money for them.

Also, the search for debtors is complicated by the frequent absence of information about their property in the relevant state registries.

According to the Deputy Minister of Justice, the pilot project will reach the all-Ukrainian framework already by the end of 2021, and the authorities hope that the state will receive considerable funds from the collection of fines and debts from negligent motorists.

Note that, according to the GIS, only during the first days of such an experiment, alimony for 64 was collected "on the spot". UAH, 39 thousand hryvnias were transferred to the state. In addition, 17 were issued along the way. fines for traffic violations, and two vehicles were seized.
