The Ministry of Digitization is consulting with the American OpenAI and wants to introduce AI technologies into state services. What it might look like and whether it will happen soon - the Deputy Prime Minister for Innovation, Development of Education, Science and Technology of Ukraine - Minister of Digital Transformation of Ukraine Mykhailo Fedorov told about it at the "Superhumans" conference from Forbes.
Ukraine plans to develop artificial intelligence, not ban it. AI is already actively used at the front and should appear in "peaceful" services.
How it would look like?
"If other countries are now thinking about how to ban artificial intelligence, we, on the contrary, are thinking about how to make Ukraine explode in a good way. In the sense of products, specialists in the development of artificial intelligence. We are sure that this is the future. Either you will start using artificial intelligence, or it will replace you. Many people are afraid of artificial intelligence and say, what will happen to thousands of civil servants there, and what will happen to thousands of company employees? I believe that, on the contrary, a powerful market is opening, artificial intelligence should be studied. Many new specialists, new professions will appear. This is a trend that needs to be led, and not run away from this trend," said the head of the Ministry of Statistics Mykhailo Fedorovna.
How does Ukraine use AI in the war with Russia?
From the beginning of the invasion, in the early days, we reached out to AI companies. For example, the company Clearview AI, which through face recognition can find people in social networks, on various platforms.
We have organized a certain channel of constant receipt of information from the battlefield. He actively helped to quickly obtain photos of wounded and killed Russians, find their contacts on social networks and send these photos there. That is, to show that a real war is taking place, and not what is shown to Russians on television.
Today, many of our special services, law enforcement agencies use similar tools, not only Clearview AI, to find Russian criminals.
Today we have a technological war. The next example is the use of artificial intelligence to decipher satellite images. We also collect a lot of different information from the battlefield through drones. This artificial intelligence is learning, it can distinguish between different types of weapons, buildings and so on and provide important qualitative information that can be used in situational awareness systems.
Will there be AI in Diya and other state services?
This is of course a spoiler, it's just R&D. I can't say now that it will happen 100%, I can't talk about deadlines.
But first, we are working on the virtual assistant "Hope", which may or may not appear in Action. This is the working title.
This is a virtual assistant of this new generation. We communicate with the OpenAI company in order to automate as much as possible and make an answer to any of your questions in an understandable language.
For example, you say: "Nadia, find a health center near me, located in such and such a district, in such and such a city, and tell me what services can be obtained." And you are given the most personalized answer in human language, where you can find this TsNAP, and so on.
It is not only about what can be obtained on the portal or in the "Action" application, but in general about any answer to a question related to government services.
I can't reveal the whole architecture yet, but of course we won't use personal data. We design the system in such a way that everything is as safe as possible, because this is the main challenge. From the point of view of technology, this will be the most conditional localization.
The next project is "Citizens' Voice". We want to scan everything happening on social networks in real time. All problematic issues that occur on forums, Facebook, Instagram, Telegram. What people talk about, what problems they have, where the services are bad, what they complain about. In parallel, analyze all citizens' appeals to contact centers and present issues with dashboards with key topics to officials and ministers.
Very often, politicians are disconnected from reality. Especially since there are active hostilities, a lot of property is destroyed, and people have a lot of problems, it is necessary to understand what is happening in real time.
Ukraine is changing rapidly. Today, we are probably the best area in the world where you can apply various technologies. Unfortunately, this is happening because we are at war. But if you analyze the history of the world, then the biggest innovations have always been generated either during the war or after the war. For us, this is a time of opportunity, and it just so happens that a new technological revolution is happening right now.
