In Odessa, consumer debts for water continue to break records. As of December 11, consumers owed Infoxvodokanal almost a quarter of a billion hryvnias. In order for the enterprise to pay for electricity, reagents and fuel and lubricants on time, as well as to supply water without interruption in quarantine conditions, the lawyers of the water company intensified their work on the compulsory collection of debt in court.
According to specialists, consideration of this type of case takes place within the framework of simplified court proceedings — without summoning the debtors to court, and the period from the submission of the application to the issuing of an order for debt collection is only 5 days. After that, it is sent to state or private contractors for implementation.
In order to file a claim, the amount of the debt does not matter, and the defendant will have to pay the court and enforcement fee in addition to the debt itself, which may be even more than the original debt.
To date, the legal department has filed almost 10 lawsuits for the recovery of debts for water use services, and several hundred new ones have to be filed every day.
"Infoksvodokanal" has not lost a single case in debt collection cases, on the contrary, almost 17 million hryvnias have been collected from legal entities in recent months. Among them, the largest debt was in the service divisions of one of the construction and assembly enterprises — 3,5 million hryvnias, as well as one of the Odessa plants — 2,3 million hryvnias.
Among the population there are also "record holders". Thus, one of the consumers on Akademika Koroleva Street owed UAH 120, and a resident of the village of Velikiy Dalnyk owed UAH 106.
Vodokanal's lawyers said that in the presence of a court decision, debt collection is carried out by executors primarily from payment cards. Moreover, the card itself can be blocked by the bank for the period of debt collection. Today, it is not uncommon for a debtor to pay for water at the supermarket cash register to realize that he will be able to pay for the purchase of goods only after paying his debts. According to the latest data, debts have already been collected from more than 1500 non-payers in this way.
Consumers who do not have a payment card may, by a court decision, face the seizure of any property or a ban on travel abroad.
