The President of Ukraine, Volodymyr Zelenskyi, signed the Law No. 1357-IX, which was adopted by the Verkhovna Rada on March 30, "On Amendments to Some Legislative Acts of Ukraine Regarding the Improvement of Certain Issues of Military Obligation and Military Accounts". This was reported in the Office of the President.
This document improves the requirements for manning the Armed Forces of Ukraine and other military personnel formed by reservists (military-trained persons with combat experience) in a special period without announcing mobilization. This will allow reservists to be quickly added to the military units of all the defense forces of the state, which will significantly increase their combat capability during a rapidly increasing military aggression, as well as quickly increase the combat potential of the defense forces and respond in a timely manner to sudden threats to national security.
In particular, the law introduces a new type of military service - military service for conscripting reservists in a special period.
Thus, in a special period, citizens who have signed contracts for military reserve service and/or are enrolled in the military operational reserve will be called up for military service. The Supreme Commander-in-Chief of the Armed Forces of Ukraine will make the decision to hold such a call upon the recommendation of the Commander-in-Chief of the Armed Forces of Ukraine. The decision will determine the categories of reservists who will need to be called up, the tasks, volumes, terms and order of the call-up, etc.
Citizens who will be called up from among the reservists in a special period will be covered by the same labor, social, legal and educational guarantees that are provided for mobilized persons. In particular, guarantees in the promotion of employment for young people within six months after the termination of such service are established.
Also, the law signed by the president reforms the system of military accounting and the activities of local military administration bodies, based on European principles and approaches.
In particular, the establishment of territorial recruitment and social support centers on the basis of military enlistment offices is envisaged; ordering of issues of military accounting of conscripts, conscripts and reservists.
The order of military registration of reservists will be improved, including with the help of the automated information and telecommunication system "Oberig" (Unified State Register of conscripts, conscripts and reservists).
In addition, the law modernizes the requirements for administrative liability of officials, reservists, conscripts and conscripts for violation of the legislation on military duty and military service and intentional damage or loss due to negligence of military accounting documents.
Criminal liability is also introduced for evasion of conscription during a special period; from military records or educational (special) collections.
