The President of Ukraine signed Law No. 10449 on mobilization. The head of state signed the document on April 16. Relevant information published on the website of the Verkhovna Rada of Ukraine in the draft law card.
The law on mobilization will become effective in a month. After being signed by the president the day before, it was published at night in the official publication "Voice of Ukraine". The Verkhovna Rada adopted this draft law 5 days ago. It talks about new approaches to mobilization, in particular the registration of all conscripts and the abolition of conscription. Now, men between the ages of 18 and 60 must update their data at the TCC, through TsNAPy or electronic conscripts' offices within two months. The mobilization age was lowered from 27 to 25 years.
When it comes into force
"This law shall enter into force one month from the day following its publication." specified in the publication.
Thus, the new law will come into effect on May 18.
The main norms of the law:
— The right to demobilize people with disabilities remains, as well as demobilization in connection with release from captivity (if the serviceman does not express a desire to continue his service).
— All conscripts, conscripts and reservists 60 days after the date of entry into force of the law must appear at the TCC, TsNAP or use the electronic cabinet to clarify the data.
— Instead of conscription — basic military service for a period of 5 (in peacetime) and 3 (in wartime) months. Ukrainians under the age of 24 will be able to choose the year and period of basic service.
— Basic military training is being introduced. From 2025, it will become an element of education in educational institutions, it will be held in universities of all forms of ownership.
— Military servicemen in the case of concluding the first contract have the right to compensation of 50% of the first installment for a loan secured by a mortgage.
— Men must have and carry military registration documents with them and present them at the request of the police or employees of the TCC.
— During the inspection of documents, an authorized representative of the TCC or a police officer may take photos and videos.
— Consular services abroad. Within 60 days, it is necessary to update personal data in the TCC. It will be possible to do this remotely by e-mail, phone or e-cabinet.
-Restriction of the right to drive a car for military service evaders.
— Those who received the II-III group of disability after February 24, 2022 (except for military personnel) must undergo a second medical examination to determine fitness for service.
— Those with limited fitness must also pass the VLK. The status "suitable" or "not suitable" will be set for them.
