The utility company "TGO", which provides heat to almost all of Odessa, in the past year caused numerous complaints about its work from the citizens. What are the problems of the enterprise - we will try to analyze them impartially and objectively.
SUBSIDIES FROM THE BUDGET
Coincidence or not, the deterioration of the situation is associated with the arrival of Anna Pozdniakova as the head of the enterprise at the very end of 2019. In an interview shortly after her appointment, the new director of KP "TGO" promised that in 2020, the enterprise subordinate to her does not plan to turn to the city for help, since "for the first time since 2016, the funds will be enough until the end of the year."
The reality turned out to be not so rosy: during the current year, TGO repeatedly asked the Odessa City Council for hundreds and hundreds of millions of hryvnias. As a result, the deputies allocated huge amounts of money to the enterprise from the city budget in several parts. But this did not lead to an improvement in the company's performance. Meanwhile, just an hour ago, in 2019, "TGO" cost taxpayers almost 200 million hryvnias less.
DEBT GROWS
The security situation has developed for "TGO" with debts. As a result of the activities of the current management, the residents of Odessa have not received payments for heating on time for a year and are unable to pay for services - there is no data on the official website of "TGO" or in the cash desks of branch banks.
The result of such an ill-considered step was that income from the population decreased sharply. Odessa residents simply do not know how much they have to pay for heating, which is why this year non-payment has reached an astronomical figure. As a result, a vicious circle turns out - the enterprise has to turn to the city council again and again for financial help in order to patch up its own "black holes".
In addition, the company's debts to its main creditors are increasing every month. As of December 1, 2020, the situation is as follows:
In the appendix at the moment there are ten court rulings imposing an arrest on the enterprise's funds.
At the same time, the Court Resolution dated July 6.07.2020, XNUMX imposes an arrest on all money "Heat supply". Anna Pozniakova, the director of KP, in turn claimed, that "thanks to anti-crisis measures, we spend the hour with only two arrests for the sum of 149 million hryvnias."
EXPENSES AND LOSSES OF "TGO"
The situation with expenses and losses of the enterprise also remains very complicated. By the end of 2020, Teplosnabzhenie Odesa reported expenses of 1 million 839 thousand hryvnias. At the same time, under the former managers of the enterprise, this amount was much smaller. In 2019: 1 million 798 thousand, and for example, in 2016, the figure did not exceed one and a half million (1 million 459 thousand hryvnias).
The situation with losses is even more indicative. According to the results of 2020, TGO's direct losses from the enterprise's activities amounted to 586 million hryvnias, which, as noted above, is primarily due to the non-receipt of receipts for heating by Odesa residents and, accordingly, non-payment for services rendered. However, just a couple of years ago, annual losses were exactly two times less - only 295 million hryvnias (2016).
Apparently aware that their actions led to mass non-payment by the population, on October 16, 2020, the management of TGO published on the web portal of the authorized enterprise an announcement on the procedure for open procurement of Services for the implementation (configuration) of a complex project, which includes the subprojects "Management of the implementation of thermal energy (billing)" and "WEB cabinet of the user/subscriber" on the IT-Enterprise software complex platform with the expected purchase price: UAH 4120032 (including VAT).
Later, on November 23, 2020, an electronic auction took place, in which five participants took part (placed in order of increasing value of the final price offers):
At the same time, "Teplosnabzhenie" unexpectedly recognized the company "Information Technologies" as the winner, whose price offer was clearly higher than the others. After that, the Antimonopoly Committee, seeing a corruption component in the strange victory, canceled the results of the tender. (By the way, this year AMKU has already twice found a heat supply company in violation of anti-competitive legislation").
Then KP "TGO", seeing that the previous illegal actions "did not pass", announces a new purchase, but not for software development, but for "Consulting services on system issues and technical issues (configuration (settings) of the software complex IT- Enterprise, development of individual modules of the software complex in accordance with the needs of the Customer for the amount of UAH 3770".
As a result, "Teplosnabzhenie g.Odessa" approached the New Year 2021 with perhaps the worst performance in its history, and the most disappointing thing is that the situation will only get worse, because the residents of Odessa will still not receive receipts for heating. And accordingly, he pays.
At the same time, one cannot help but notice that the business card of the current management of TSO is not working on mistakes, but accusing others of their own failed actions - "marketable media", "corruptors", "law enforcement officers", "detractors putting sticks in the wheels" and etc., etc.
THEY DO NOT COMPLY WITH THE POSITIONS
However, the problems at "TGO" under the leadership of Anna Pozdniakova did not end there. From August 31 to November 23, the State Audit Service of Ukraine conducted an audit of the enterprise and found many violations - for a total of 11 million 188 thousand hryvnias, which led to financial losses of 5 million 573 thousand hryvnias!
In particular, according to the official results of the audit, sent to the Odessa mayor, it is about unconfirmed fuel expenses of 1,5 million UAH, unjustified overestimation of acts of completed work by 3 million 84 thousand UAH, illegal charging of inflated salaries to officials in the total amount of 717 thousand hryvnias, payment of 200 hryvnias to a private company in excess of the amount stipulated in the contract, and many more violated under separate procurement procedures.
The audit materials were handed over to law enforcement agencies.
The final verdict of the State Audit Service is disappointing: "Given that the revealed violations have a significant amount of unreimbursed funds and are of a systemic nature, we ask you to consider the question of compliance with the positions held by the management of the municipal enterprise "Teplosnabzhenie goroda Odesa"...
