The National Agency for the Prevention of Corruption (NACP) on the basis of the materials of the criminal proceedings and the conducted lifestyle monitoring revealed signs of illegal enrichment of the head of the Malinovsky District Territorial Center for Recruitment and Social Support (RTCC) of the city of Odesa, Vyacheslav Kushnerov, in the amount of almost UAH 47 million, reports department.
So, in May 2022, the spouses of the military commissar became the owners of an apartment in Odesa with an area of 111,1 square meters and a cost of UAH 600, which was sold a year later for UAH 7,56 million. Later, his wife bought a Toyota Highlander worth almost UAH 1,9 million, which was later sold for UAH 2 million.
In the same year, the mother of the military commissar gave her son a residential building with outbuildings with a total area of 259,2 square meters. in the Ovidiopol district of the Odesa region, estimated at 1 million UAH.
NAZK established that the income received by it over the past 22 years was significantly less than the value of the gift.
Over the past few years, the mother-in-law of the military commissar has become the owner of an apartment in the Lyman district of Odesa region for over UAH 300, as well as a Mercedes-Benz GLS 400 car for UAH 420. Although, on average, such a car costs more than UAH 5 million, which may indicate the concealment of the real cost of purchasing a car. It was also established that earlier the mother-in-law of the military commissar bought a Mercedes-Benz GLC 220D car worth UAH 1,4 million, which she later resold to her daughter for UAH 1,5 million.
During August 2022, the members of the military commissar's family gave each other money in the total amount of UAH 30 million, which is confirmed by information from the register of notarial acts, although they did not have sufficient official income for this.
The son of the military commissar became the owner of an apartment with an area of 55,8 square meters in Odesa, worth almost half a million hryvnias, and a Mercedes-Benz Sprinter 511 car for almost half a million hryvnias, also without having sufficient monetary assets formed from legal sources.
Attention is drawn to the fact that back in 2018, the son of the military commissar made a purchase, the cost of which significantly exceeded his official income at the time, namely, he purchased from head of the Odessa TCC Yevgena Borisova owned a Volkswagen CC worth UAH 500, which he later resold.
In all these actions, signs of a legal fiction can be seen, namely, the coherence of the actions between the subject of the declaration, his family members and his close relatives. Such actions are aimed at concealing the real circumstances of the acquisition of the specified objects of real estate and vehicles by overstating real incomes and understating real expenses.
The declarant did not use his right to explain to the National Agency the sources of origin of all the mentioned funds.
NACP sent materials regarding Vyacheslav Kushnerov to SU GUNP in Mykolaiv Oblast to resolve the issue of entering information into the Unified Register of Pretrial Investigations on the grounds of a criminal offense provided for in Art. 368-5 of the Criminal Code of Ukraine, and conducting a pre-trial investigation with the aim of bringing him to criminal responsibility.
