We will remind that there was a famous volunteer outraged the latest decisions of the Odesa city and regional councils regarding the costs of repairing the Kyiv District Court of Odesa in the amount of 106 million hryvnias and the building of the Theater of Young Spectators for 33 million hryvnias.
"It's a shame to look the military in the eyes, and it's not at all clear how to explain to people why they should give their last funds to help the Armed Forces, when we have the opportunity to repair courts, theaters and redo cobblestones. Guys who are now giving their lives at the front, forgive us. I have never been so ashamed of the city in which I was born in my life, - she said, announcing her picket, which, in addition to her, was attended by dozens of caring Odessa residents.
We are talking, in particular, about the tender of the city department of capital construction for the reconstruction of the Kyiv court building on Varnenska Street, 3B, and more precisely about the addition of a separate three-story building to the court, which will house the escorted persons. At the same time, it is worth noting that a large-scale renovation was carried out at the Kyiv court shortly before the start of a full-scale war.
In addition, recently the president of Ukraine President of Ukraine Volodymyr Zelensky directly addressed the local communities and stated that now is definitely not the time to replace cobblestones and other incomprehensible wartime expenditures such as road or sidewalk repairs.
"I'm asking very much: there is a task to help the front today, to help volunteers in many communities. There are tasks related to the treatment and rehabilitation of our wounded civilians. Budget expenditures should reflect exactly this priority understanding of tasks. Now is definitely not the time to replace the paving stones. We will not drive the enemy out of our country with a brick wall," Zelenskyy stressed.
This point of view is shared by Kateryna Nozhevnikova. At today's picket, she said that she was outraged by the fact that money from the city budget is allocated to secondary issues, instead of directing it to support our defenders.
"I'm here today because I want to stop what's going on in the country, stop the senseless spending that goes anywhere but the critical spending that the country needs right now, the guys who are giving their lives to we defended Ukraine, she emphasized. — One repair of such a theater is two thousand FPV drones for the Armed Forces. 106 million for the repair of the court is 212 thousand blood-stopping turnstiles, without which hundreds of fighters are now dying."
The volunteer noted that Ukraine may lose the war due to the difference in economic and financial potential, if the central government cannot ensure control over the use of money on the ground.
On the other hand, the deputy mayor of Odesa Oleksandr Filatov commented on the scandalous tender as follows: they say that the funds are not directed to judges or improving their working conditions.
"This is for citizens who have not yet been sentenced and law enforcement officers who accompany them. Secondly, the cost per square meter of the construction of this premises is about 690 dollars. per sq. meter. I draw your attention: this is an administrative building with special requirements and DBN, - he said. — Why is this project needed right now and why the Kyiv Court? The Kyiv District Court is the busiest in Ukraine. It is in this court that most preventive measures are established at the request of the majority of law enforcement agencies and the military. Every day there are about a hundred cases and, accordingly, several hundred citizens who have not yet been convicted pass through this court every day!".
It should be noted that these strange initiatives of the Odesa city and regional councils caused quite a storm in Odesa society. Dozens and hundreds of people supported Kateryna Nozhevnikova, including deputies and officials. As for the city government, even the secretary of the Odesa City Council, Ihor Koval, and the head of the "Servant of the People" faction, Vadym Morochovskyi, did not support the decision to carry out repairs in the court. At the same time, the votes from the Promer party "Trust in business" were enough to push through such a decision.
In the ElitExpert comment, a deputy of the Odesa City Council Petro Obukhov said that from the very beginning this tender was based on deception.
"Back on August 12, I paid attention to this tender, because the city hall actually deceived the deputies. In July, she asked for 12 million hryvnias from the budget for this project, and then a tender for 106 million hryvnias was announced! I consider it wrong to repair the courthouse: a) during the war and b) with the money of the city budget. If there is a problem with the ownership of the building of the Kyiv court, then I am ready, as a deputy, to vote for the transfer of this building to the ownership of the Judicial Administration of Ukraine, and in this way remove the burden from the city budget in the form of court repair costs.
In general, this is a more global issue - the war is clearly dragging on and we will definitely not be "drinking coffee on the embankment in Crimea" this summer, as we were promised. Therefore, it is necessary to adopt a state policy of spending funds and clearly formulate the criteria - which expenses are now a priority, and which should be abandoned. Perhaps, as a result, it will be necessary to reduce income to local budgets from income taxes paid by the military, because it is not normal that the local budget helps the army. This is a function of the central government, and the fact that we are allocating money to the army instead of it is an emergency decision," the deputy emphasized.
In turn, the deputy Oleksiy Potapskyi, ex-secretary of the Odesa City Council, noted that this issue was repeatedly discussed at the budget commission, but at first it was only about UAH 12 million, and the needs for repairs were explained differently each time.
"At first, we were told about the emergency repair of the Kyiv court building. We were promised to provide photos of the problems with the roof, that something needs to be done there immediately, because the judges cannot work. Then the next day we were told that this was a requirement for joining NATO, and then it turned out that it was actually an extension," said the deputy.
Former head of the Odesa Regional Council Mykhailo Shmushkovich suggested that the situation with this scandalous decision could have far-reaching consequences. According to his information, Gennadiy Trukhanov will not compromise, as he believes that his old enemy, construction businessman Adnan Kivan, is behind the protests.
Mykhailo Shmushkovich hinted that "in the conditions when the attitude of the regional and central authorities towards Trukhanov is worse than cool, and victims are needed to let off steam", the mayor of Odesa can be removed - and in this case the duties of the mayor will be performed by the secretary of the city council Ihor Koval. who represents the "Servant of the People" presidential party.
"It's strange that Trukhanov, who has a heightened sense of humor, did not even understand what kind of wave he raised with his ingenious actions in the Kyiv District Court and how Kateryna Nozhevnykova's picket could end for him," said the deputy.
At the same time, Kateryna Nozhevnikova herself has already announced that she will hold pickets every day until the situation is resolved.
