Rating agency "ElitExpert" continues a global study devoted to the effectiveness of heads of communities and heads of district administrations of the Odesa region. As part of this project, the agency's experts analyzed the situation with tenders in the districts of Odesa region in recent weeks. Close attention to this issue is caused by the request of the Ukrainian society and the wave of indignation raised by the publication of millions of expenses of communities during the war for stadiums, parks, roads and incomprehensible repairs. What is more, this is happening precisely when Ukrainians are collecting hryvnias for drones and other equipment for the Armed Forces.
Experts selected the most strange and untimely tenders during the war, for which it is really a shame, and on the other hand - those in which communities do not spend extra money on improvements, but help bring victory closer.
Odesa district was in the first place in terms of inexplicable expenses (the head of the RDA Yuri Kruk).
Dobroslav settlement council Odesa district of the region will build recreation area "Dubai Park" for UAH 5,3 million The winner of the tender is "FEMKA" LLC with a charter capital of UAH 1000. Also, the village council wants to repair the playground for 3 million UAH.

Dachna village council Odesa district bought two school buses for 7 million UAH. Meanwhile, the Odesa Regional State Administration has already purchased 28 buses for the communities of the region, and even handed over the first batch to OTG. In addition, ODA bought buses for 2,945 million UAH, not by UAH 3,5 million, as in the Dachne community. However, the purchase of buses by the Odesa regional administration at such a price seems clearly unfounded to experts.

In 2023, this LLC has already received tenders for 2,27 billion UAH.

Among other "interesting" tenders of the Odesa district is the construction of an underground pedestrian crossing on the M-15 Odesa-Reni highway in the area of Mayaki village cost 51 million UAH. (winner of Automagistral-Pivden LLC) and restoration of the facades of the Odessa State University of Internal Affairs cost in UAH 9,2 million. The winner was "PGS" LLC.
It should be noted that, according to information in the mass media, Yuriy Kruk will soon leave the position of the head of the district - perhaps this is not least due to reckless spending during the war.
Bilhorod-Dnistrovsky district (head of RDA Vasyl Samokysh) took the second step.

The tender is placed with the note "Correction", which means that the funds for the fence were already allocated from the community budget, but they turned out to be insufficient. It should be noted that ElitExpert analyzed only the strangest purchases, but the agency will publish similar mini-ratings of irrational spending on the part of OTG every month. This will allow us, in addition to other indicators, to evaluate the effectiveness of the work of community leaders and district leaders, because it is they who are responsible for what happens on the ground. The results of a large-scale study of the effectiveness of managers from the Odesa region will be summarized later.
