The President of Ukraine, Volodymyr Zelenskyi, signed two laws: "On Amendments to the Tax Code of Ukraine Regarding the Levy of Taxes and Fees, Other Mandatory Payments, the Subject of which Vehicles Are Taxed" and "On Amendments to the Customs Code of Ukraine Regarding the Temporary Simplification of Customs Registration of Vehicles, imported into the customs territory of Ukraine. This is reported by the Office of the President.
These laws, adopted by the Verkhovna Rada on April 15, temporarily simplify the mechanism of customs clearance of cars imported from Europe, and also contribute to the protection of the environment from harmful emissions.
According to the documents, used cars with European registration older than five years, which were imported to the territory of Ukraine before the end of 2020, are taxed at a preferential rate of value added tax and excise tax.
The amount of excise tax will depend on the age of the car, volume and type of engine and will not depend on its value.
The base rate will vary from zero to 150 euros, and in most cases the cost of customs clearance will not exceed one thousand euros.
Such cars are temporarily exempted from import duty taxation.
According to the preferential mechanism, one car of one category of one owner can be cleared through customs.
Preferential customs clearance is granted for 180 days from the moment of entry into force of the laws. ATO/OOS participants will be able to take advantage of preferential customs clearance for 270 days.
Note that these laws do not apply to vehicles that do not meet Euro-2 and higher environmental standards, originate from the occupying state (aggressor state) or are imported from the temporarily occupied territory of Ukraine.
