Fines of up to 5100 for the absence or "improper wearing" of masks: for what now they want to fine Ukrainians

The Verkhovna Rada supported in the first reading a bill that allows business owners to be fined for the lack of masks for visitors

Today, November 3, the Verkhovna Rada supported the bill in the first reading, which allows business owners to be fined UAH 3400-5100 for visitors not wearing masks. Visitors will be fined from UAH 170.

In the spring, huge fines of 17 hryvnias were introduced for appearing without a mask in public places or in transport by a decree of the Cabinet of Ministers. However, not everyone was fined, and the majority of those who were issued a report were able to defend themselves in court. After the quarantine was eased, the previous decree of the Cabinet of Ministers on a severe knockdown became invalid, and the fines were forgotten.

However, in July, two draft laws were submitted to the Council. Which were about wearing masks. The first - No. 3890 - concerns legal entities that "allowed persons without personal protective equipment that cover their nose and mouth into public places, facilities, and transport during the quarantine period." That is, customers without masks or wearing the wrong masks will be punished. The fine for such a violation is from 200 to 300 tax-free minimums, that is, from 3,4 thousand to 5,1 thousand hryvnias.

The second bill — No. 3891 — prescribes fines for individuals who are in public places or public transport without masks or respirators. Fines — 170-225 hryvnias.

The bills were forgotten for a long time, but against the background of the difficult epidemiological situation due to the coronavirus, the Ministry of Health decided to recall them and asked the people's deputies to accept them. As we can see, the parliamentarians went to the meeting.

But does it make sense?

The presence of masks and their "correct" wearing will be checked by the National Police and the State Security Service. However, it will be extremely difficult to cope with the task - even the entire staff will not be enough to follow everyone. The law enforcement officers faced these problems in the spring, although at that time it was even easier for them: the streets were half-empty, and many actually wore masks.

This is more like a method of intimidation for the population so that Ukrainians adhere to quarantine restrictions. However, in the realities of Ukraine, this is hardly possible.
