The Verkhovna Rada did not support draft law No. 4335 on the turnover of civilian firearms and ammunition in the first reading.
Only 88 People's Deputies voted for this bill.
The draft law established groups of civilian weapons, introduced the certificate of the owner of the weapon and the technical passport for each unit of weapon. The conditions to which a person wishing to become a weapon owner must comply were defined, and mandatory liability insurance was maintained.
It was supposed to create a single registry of civilian weapons, the types of firearms prohibited in civilian circulation were defined.
As a reminder, on January 20, the Committee of the Verkhovna Rada on law enforcement recommended adopting as a basis the draft law on the legalization of possession of firearms.
Draft Law No. 4335 "On the circulation of civilian firearms and military supplies to them" provides for the creation of a special Register of Weapon Owners, which will be maintained by the Ministry of Internal Affairs. All information about the availability and purchase of weapons will be stored in the register for 30 years. And will have partially limited access. The project also regulates the rights of citizens to own weapons.
