If a conscript was fined for not appearing at the military commissariat, his data appear in the register of debtors. In this case, he will not be able to alienate his property, for example, sell or donate.

To find out whether a fine has been imposed, you can use open state registers or send a corresponding request. Vladyslav Martynchuk, a lawyer from the De-Jure law firm, told about the peculiarities of fining people who refuse to update their military registration data.

Martynchuk explained that a citizen can independently determine whether a fine has been imposed on him for failure to appear at the Military Committee or refusal of the Military Medical Commission (MMC). There are three ways to do this.

  • Official appeal to TCC and JV. If you choose this option, you will have to wait up to 30 days for a response. If a person is represented by a lawyer and he already applies, then the answer is given faster - in five days.
  • Through the portal "Automated System of Executive Proceedings" (ASVP). In the special fields, you need to enter your last name, first name, patronymic, and date of birth. After that, if a citizen has been fined, the system will display detailed information.
  • Through the portal of the "Unified Register of Debtors". The same information as for executive proceedings is indicated here.

Information about the fine appears on the ASVP portal if a person has been fined and has not paid it. Then the executive service gets to work, the lawyer said. After that, data on the fined person appear in the register of debtors.

What is the amount of the fine?

According to Art. 210-1 of the Code of Administrative Offenses, a conscript who ignored the summons may be punished for "violation of the legislation on defense, mobilization training and mobilization." The amount of the fine depends on whether it is a first or repeated violation, as well as whether the person is an official:

  • the first violation of ordinary citizens - 100-200 non-taxable minimum income of citizens (NMDH is UAH 17), officials - 200-300 NMDH;
  • repeated violation - 200-300 NMDH, for officials - 300-500 NMDH.

According to the lawyer, the conscript will be punished with a fine from UAH 3400 to UAH 5400, and he is obliged to pay it. If he does not pay voluntarily, the money will be collected by the executive service in a compulsory manner. A citizen's data is entered into the register of debtors, and then certain restrictions appear — he will not be able to alienate (sell, donate) his property.

If the citizen has passed the VLK, has no reason for postponement and did not show up for sending to the unit, then he will be punished more severely - with imprisonment for a term of three to five years, Focus explained.

Citizens who were previously recognized as "limited fit" must undergo a second medical examination and will be able to serve in certain positions in the army.
