The Security Service of Ukraine, together with the SBI, exposed a new episode of criminal activity of the former Deputy Minister of Defense of Ukraine. Together with accomplices, in 2022 he bought another batch of low-quality bulletproof vests for the Ukrainian military, wasting more than 948 million budget hryvnias, official sites of both clubs report in the department.
According to the investigation, two former subordinates of the figure - the former head of the State Procurement Department of the Ministry of Defense and the former head of the Central Department of Material Support of the Armed Forces of Ukraine - were also involved in the scheme.
To implement the criminal scheme in 2022, its organizers concluded a contract for the supply of a large batch of bulletproof vests with one of the Eastern European companies. the beneficial owners of which are citizens of the aggressor state.
However, examination of the purchased armor plates showed that they do not meet the declared protection class and thus pose a danger to the lives of servicemen in a combat environment.
Currently, they have been notified of suspicion under the following articles of the Criminal Code of Ukraine:
- Part 2 of Art. 28, Part 2 of Art. 114-1 (obstructing the legal activities of the Armed Forces and other military formations, committed in the conditions of a special period, which led to grave consequences, committed by a group of persons);
- h. 5th century 191 (the embezzlement of someone else's property by abuse by an official of his official position in particularly large amounts, in the conditions of martial law and with the prior conspiracy of the Axis group).
An investigation is ongoing to establish all the circumstances of the crime. Perpetrators face up to 12 years in prison with confiscation of property.
We will remind that earlier the SBU exposed the former deputy minister of defense and ex-head of the Department of State Procurement of the Ministry of Defense on another episode of purchasing low-quality body armor for the Armed Forces. In February 2023, it was established that they purchased almost 3 low-quality bulletproof vests worth over UAH 100 million.
Currently, both of them are already in custody on suspicion of other corruption crimes.
