A deputy from Yulia Tymoshenko's party registered a chain of hotels for her mother-in-law — an investigation

People's deputy from Yulia Tymoshenko's party — Ivan Krulko owns the chain of Apartel hotels. The hotel and restaurant business appeared and is growing after Ivan Krulk entered the Verkhovna Rada. Another facility was opened already during the full-scale invasion of the Russian Federation. However, legally Krulko himself has nothing to do with the business, everything is registered to his mother-in-law and brother. This is stated in the new investigation report Bihus.info.

Ivan Krulko has been a people's deputy since 2014, a member of the "Batkivshchyna" faction and one of Yulia Tymoshenko's deputies in the party.

At the beginning of September 2023, he was among those parliamentarians who did not support the opening of the register of electronic property declarations. Ivan Krulko explained his reluctance to vote with security considerations during the war.

According to discovered journalists, in June 2023, People's Deputy Ivan Krulko was present at the opening of the private hotel and restaurant complex Apartel Uzhhorod. Vasyl Krulko, the 37-year-old younger brother of the People's Deputy, who has been a deputy of the Transcarpathian Regional Council from Batkivshchyna since 2020, solemnly cut the ribbon.

The younger brother of the People's Deputy worked as the director of the State Land Cadastre Department of the State Service of Ukraine for geodesy, cartography and cadastre until 2017. 

According to the declaration for 2016, he managed to save 31 dollars, 82 hryvnias and 350 euros in his 25 years at the time.

In 2021, People's Deputy Ivan Krulko was also present at the opening of the Huston Hotel in Khust (the hotel is also listed on the Apartel website).

In 2020, the wife of People's Deputy Krulka became the owner of an apartment in the first apart-hotel of the Apartel chain in Shayan. 

The brother of the people's deputy gives an interview as a co-founder of the Apartel network, although, according to the register of legal entities, he is not a co-owner of the companies involved in the construction and operation of the Apartel network. This may indicate that not all those behind it are officially included in Apartel's business.

Instead, Vasyl Krulk's mother-in-law - Oksana Sabadosh - is listed in the register of legal entities as the owner of a number of companies (Velos LLC, Rikka Hust LLC, Rikka Hust1 LLC, Rikka Hust2 LLC) that operate the land under future huge 5-star complexes Apartel Skhidnytsya and Apartel Rikka Khust and real estate currently under construction there.

Krulk Jr.'s mother-in-law also owns the rights to the Apartel trademark.

In addition, journalists discovered the connection of People's Deputy Ivan Krulk and his family with several persons who are also mentioned in public communication as co-founders (partners) of the Apartel network: Serhii Maksimenko, Mykhailo Madyarchyk and Artem Orl.

Journalists of Bihus.Info recorded how People's Deputy Krulko arrived near the Verkhovna Rada in 2021 in Serhiy Maksimenko's Mercedes-Benz V250 minibus. According to past party reports, the minibus was rented from Maksimenko by the Batkivshchyna party - at the expense of taxpayers, which the parliamentary forces receive from the budget to finance their activities.

In 2023, the wife of People's Deputy Krulka regularly drives another car of Serhii Maksimenko - a Lexus NX200 crossover. Ivan Krulko told reporters that his wife rents this car from Maksimenko. In addition, in 2017, Maksymenko bought a plot of land in the Kyiv region from Ivan Krulk's wife. Currently, Maksimenko is legally listed as a director, then as an owner in companies involved in the construction of network facilities.

Mykhailo Madyarchyk, who is also represented as the co-founder of the Apartel chain, in 2019 bought an apartment from Ivan Krulk in the "British Quarter" residential complex six times more expensive than the people's deputy invested in it. 

Another acquaintance of the Krulk brothers - Artem Orel, who is listed as a director in one of Krulk Jr.'s mother-in-law's companies, in 2018 bought a plot of land in Kyiv region from People's Deputy Krulk. 

In a comment to journalists, Ivan Krulko stated that he has nothing to do with the Apartel network and does not receive any profits from its activities. The people's deputy could not answer the question about his brother's share in this business.

It is interesting that during his work in the parliament, the property status of People's Deputy Ivan Krulka improved significantly. On the eve of the election (in 2013), he and his family owned an apartment in Brovary, near Kyiv, a 6-year-old Honda Civic, and plots of land in Kyiv and Kherson regions. 

In 2019, his family already owned two apartments in the prestigious metropolitan residential complex "French Quarter 2", a parking space in the same complex, a box in a garage cooperative, two BMW X1 and X5 crossovers - 2011 and 2016, respectively, and also a part of the mentioned land in Kyiv region and Kherson region. The People's Deputy explains this by the fact that he successfully sold his previous property and invested in apartments in the capital during the construction phase.
