Nothing in the eyes of Odessans, the unremarkable communal enterprise "Gorzlentrest" is actually a potential storehouse for cutting the city budget on a grand scale. Opportunities to "earn", that is, steal from the city, literally grow on trees here. Every hour, the office submits reports on its activities - and, accordingly, on its expenses. In these reports, the numbers simply dazzle - "45200 rose bushes were trimmed, 1700 shrubs and 3 young tree seedlings were bought and planted, 6 hectares of flower beds were purchased and sown, 290 hectares of lawns were mowed, 3500 trees were trimmed," etc. etc.
Of course, no one will ever be able to calculate whether at least something from the above is true. True, judging by the numerous complaints of Odessa residents about the work of the enterprise, the indicated achievements should be divided at least ten times - despite the fact that the gigantic sums allocated for this are "mastered", of course, in full.
But these "flowers" are what you can "earn" without making any effort. However, there is no limit to perfection - recently, "Gorzelentrest" has been holding tenders for millions, in the conditions of which not only the purchase of seedlings or bushes, but also their planting, which has never happened before. The question is, why is this office needed if it is not engaged in its direct duties of planting trees, but attracts outsiders for impressive sums?
People in the know assure that, as always, employees of the KP "Gorzelentrest" will take them out. And the impressive remainder of the sum (minus the kickback to the performers) will end up in the pockets of Zelentrest.
In addition, Odessa businessmen complain about massively issued fines for violations of landscaping rules, where "Gorzelentrest" requires landscaping the adjacent territory at its own expense. However, then these works carried out by private individuals are registered as carried out by the forces of KP "Gorzelentrest" and budget funds are debited for them.
Accusations of corruption conspiracy
In general, one should look a little more closely at the procurements carried out by KP "Gorzelentrest" and it becomes very interesting why they are also not closely looked at by law enforcement agencies. After all, if by chance the "wrong" company or individual wins, then KP "Gorzelentrest" simply cancels the tender with the note - "no further need for the purchase of goods, works and services", and then immediately conducts a similar tender, but already without the previous winner, who is simply not admitted to new auctions.
For example, let's take "Zelentrest" tender for the supply and planting of privet (this is an evergreen shrub that is widely used in landscaping) for 1 million 400 thousand hryvnias.
The company from Boryspil "Botanyk Market" won the tender. However, such a trick apparently was not part of the management's plans, so the tender was simply canceled and restarted, preventing Botanik Market from bidding. A very interesting detail - "Botanik Market" won the first tender, offering 887 thousand hryvnias, but "Zelentrest" decided to buy the same product at a price 30% higher - for 1 million 282 thousand 501 hryvnias from an unknown private entrepreneur from Odessa Valeria Yushina, who had not previously participated in any tenders and had not won them. At the same time, she registered only a month before the tender.
In this regard, the Botanic Market company filed an official complaint, accused Odesa "Zelentrest" of a corruption conspiracy. The company's complaint states: "We demand to cancel the (2nd — ed.) tender for the reason corruption conspiracy.
The customer has already held a tender with a completely similar procurement item, for the same needs — UA-2020-09-22-009407-b. Our company Botanic Market LLC won the previous tender and gave the lowest price of UAH 887. Before recognizing us as winners, the customer's representatives came to our company to check the availability of planting material from Odesa to Boryspil district! After the representatives of the customer were convinced that we have a powerful company and we have the ability to fulfill the contract, they canceled the tender. The very fact that the reason for canceling the previous tender is the lack of further need for procurement is a sign of a corruption conspiracy. Since we did not collude with the customer and provided the lowest price, the tender was canceled for an imaginary reason and published again on the day of cancellation - 000/27.10.2020/XNUMX.

In conclusion, a few words about the current director of KP "Gorzelentrest" Yunis Bairamov. He is a representative of the "Goncharenko" quota in the Odessa City Hall. Before he met Alexei Goncharenko at the end of the first decade of the 2000s, the young man was engaged in the retail trade of fruits and vegetables, and part-time - "scrabbled" in construction, and also worked as a safety engineer.
Merging into the orbit of the then ordinary deputy of the Odessa city council Alexei Goncharenko and his closest associate Mikhail Shmushkovich, Yunis Bayramov in 2010 even ran for the city council in one of the districts in the Kyiv district - naturally, unsuccessfully.
After that, he was able to use his talents as... the personal driver of Mikhail Shmushkovich. For some time, he drove his boss to restaurants until the patrons found a way to push Bairamov into the city government.
