The prosecutors of the Odesa Regional Prosecutor's Office sent an indictment to the court against the organizer of the criminal scheme and four of his co-conspirators from the Odesa Regional State Administration, based on the fact of embezzlement of budget funds and their legalization, official sites of both clubs report in the department.
The prosecutor's office reported that the case is being considered under Part 5 of Art. 191, Part 3 of Art. 28, Part 1 of Art. 366, Part 3 of Art. 209 of the Criminal Code of Ukraine.
The investigation established that the organizer of the scheme was the former chief of staff of the head of the Odesa regional military administration Denis Musienko, developed a plan for the appropriation of budget funds during the construction of 6 outpatient clinics of family medicine under the government program initiated by the President of Ukraine - "Major construction" of social infrastructure facilities on the territory of Odesa.
The official involved 5 more acquaintances in his scheme, including two ex-directors of one of the offices of the Odesa Regional State Administration.
To participate in the tender, Denys Musienko used the company of one of the co-participants, the formal manager of which was a person under his control, thereby ensuring the smooth conclusion of subcontracts.
After the enterprise received advance payments for the works, the suspects largely appropriated them. Construction and assembly works were not completed with the remaining funds, while reducing the incurred costs to create the appearance of good faith performance of contractual obligations.
Subsequently, accomplices submitted falsified acts of completed works to the OODA Administration, overestimating their amount by more than 7,5 million hryvnias.
Co-conspirators legalized part of the "earned" funds by purchasing a new car.
Materials related to one of the members of the group were allocated to a separate criminal proceeding and he was declared wanted.
The pre-trial investigation in the criminal proceedings was carried out by the investigators of the State Security Service of Ukraine in Odesa region with the operational support of USBU employees in Odesa region, with the participation of specialists from the State Security Service of Ukraine in Odesa region and with the assistance of the leadership of the Odesa regional military administration.
