The Security Service of Ukraine eliminated a large-scale embezzlement scheme of budget money allocated for the construction of new medical facilities in the Odesa region, reported in the department on June 27. Criminals embezzled almost UAH 7,5 million of state funds and disrupted the construction of 6 dispensaries in remote villages of the region.
The SBU notes that "the current chief of staff of the head of the Odesa regional military administration is involved in the organization of the arrangement Denis Musienko».
As the investigation established, Denys Musienko involved a metropolitan construction company controlled by his friend and in 2020 "contributed" to the fact that this company won the tender for the construction of medical facilities in the Odesa region.
According to the concluded contract, the contractors were to build 6 new village dispensaries in Odesa. The company received an advance from the state budget for the implementation of this project UAH 16,9 million
According to the case materials, the participants of the ceremony stole almost half of this amount, and the facilities of medical institutions were left unfinished by 50%. The organizers of the scheme artificially inflated the cost and scope of the work performed, as well as entered unreliable information in the reporting documentation. In order to carry out financial fraud, the accused involved two more officials of Odesa OVA.
The construction and technical examination initiated by the Security Service of Ukraine revealed the fact of incomplete construction and stolen money. In addition, the experts noted that the foundation of these objects does not meet the established requirements and is dangerous.
Currently, the chief of staff of the head of the Odesa OVA, two former heads of departments of the state institution, an adviser to the mayor of Vyshnevo, a director and another official of a construction company have been notified of suspicion under four articles of the Criminal Code of Ukraine: Part 3 Art. 28 (commitment of a criminal offense by an organized group based on a prior conspiracy); Part 5 Art. 191 (appropriation, waste of property or possession of it by abuse of official position); Part 3 of Art. 209 (legalization (laundering) of proceeds obtained by crime); Part 1 Art. 366 (official forgery). The perpetrators face up to 12 years in prison.
In turn, in Odesa OVA reported, that Denys Volodymyrovych Musienko was dismissed from the post of chief of staff of the Odesa Regional Military Administration on June 18, 2023 and currently has nothing to do with the Odesa Regional Military Administration.
