Rating agency "ElitExpert" continues a global study devoted to the effectiveness of heads of communities and leadership of the Odesa region. As part of this project, the agency's experts analyzed the largest tenders in the Odesa region for August 2023, which are directed to other stadiums, parks and incomprehensible repairs.
Multimillion-dollar expenses are indeed very strange - from expensive cars and repairs of the Kyiv District Court of Odesa to planting Himalayan cedars and the already traditional repair of sidewalks - and this is at a time when Ukrainians are collecting hryvnias for drones and other equipment for the Armed Forces.
Experts selected most strange and untimely tenders during the war, for which it is a real shame.
First place — Odesa City Council (UAH 137,8 million)
On the first place Odesa City Council is located, whose capital construction department will reconstruct the buildings of the Kyiv District Court for 106,3 million UAH. The tender has already been completed, the winner is the private joint-stock company "Repair and construction site "Odesgolovpostach", which is managed by Oleksandr Fridman.
It is worth noting that against this tender and similar costs, Odessa volunteers actively spoke out, who during the last week rallied near Odessa City Council. But, as we can see, they were not heard.
Also, the municipal institution of the Odesa City Council "Center of the integrated system of video surveillance and video analytics of the city of Odesa (CENTER-"077")" made public Tender for the purchase of means of notification and informing the population for UAH 25,5 million

The Department of Capital Construction of Odesa Regional State is also planning restoration facades and roofs of the building of the Odesa Theater of the Young Spectator named after Yuri Olesha for 31,7 million UAH. and the construction of a civil defense structure on the territory of Artsyz Lyceum No. 5 (Bolhrad district) for UAH 28,1 million
Present Tender has already been completed, the winner was "GARANTSTROY YUG" LLC with a charter capital of UAH 1000. Income, profit and assets of the company according to the resource Opendatabot, in 2022, will be ZERO UAH.
Third place — Mayakiv village council (45,8 million UAH)
Mayakiv village council of Odesa district will build construction of civil protection (PRU) on the territory of the Yosypiv Lyceum for 44,3 million UAH. The population of the village of Yosypivka is 1429 people. Instead of a competitive procedure, the community concluded a direct contract with STANI MAGNUM LLC, the authorized capital of the enterprise is UAH 12. It is worth noting that the net profit of this LLC in 000 amounted to UAH 2020, in 13800 no information was provided, and in 2021 — UAH 2022. The company also has obligations (debt) for UAH 4800 million.
Also at Yosypiv Lyceum LLC "KRAUM" will repair bathrooms for 1,5 million UAH. The authorized capital of the enterprise is UAH 1000.
Fourth place — Izmail city council (51,3 million UAH)
