The leader of the Ukrainian Maritime Party, candidate for the post of mayor of Odesa, Sergey Kyvalov, is preparing "large-scale falsifications" for the upcoming elections. Which may result in criminal liability for commission members.

Several schemes work: in the first case, the same student votes several times. In advance, the group leaders instruct the students, the time of arrival at the sites is determined. Each of the students approaches a member of the commission with a specific letter (as a rule, this is an employee of one of the Kyvalivskyi universities), then votes and throws the ballot into the ballot box. The dean monitors it: students are required to throw the ballot so that the dean can see the tick. Previously, students were obliged to take a photo, but now they decided not to risk it, since it is a criminal offense.
The same student comes in several times and receives a bulletin from a clinker member of the precinct committee. In order not to attract attention, students disguise themselves as other people.
The second scheme is clarification of protocols. It is possible in those commissions where Kyvalov and his people have "their" leadership and support at the level of district commissions. Where today the majority belongs to the conglomerate UMP-Golubov-OPZH-BYUT-ES-bloc Hurvitsa-For the future.
During the counting of votes, a mistake is deliberately made in the protocols. Referring to the norms of the Electoral Code, they plan not to issue copies of the protocols to members of precinct commissions - until the protocol is accepted by the district commission. And she "wraps" them for recounting (clarification), while according to the law they must return to the precinct commission, where they will be recounted. In fact, they are not returned anywhere, but are recalculated "on the knee", entering the necessary numbers.
Some experienced forgers plan to prepare protocols with already entered data in advance. And if before this there was nothing in fact, then today we are talking about criminal responsibility and imprisonment for a term of up to 7 years (Part 4 of Article 160 of the Criminal Code of Ukraine).
Active participation in the work of Kyvalov's headquarters is taken by BYU, ES and Golubov. According to the available information, they plan to attract a second system administrator to the district commission, who would carry out all the coordination, cover the tracks, etc.
In fact, Kyvalov's attempts to bring his party to the city council are a test of fearlessness for commission members who risk being behind bars. And considering that all the above facts have already come to the attention of the police and SBU, the risk is really high. Especially if you take into account the fact that Kivalov is no longer physically able to provide immunity to his people. The evidence is a criminal case against Minas Arakelyan, vice-rector of the law academy, as well as a series of searches of employees of Kyvalivskyi universities (Vadim Podgorodinsky, etc.).
