In Ukraine, on August 12, a new large-scale project was launched - the National Rating of Influence "Elite of Ukraine". This became known during the press conference held in the press center of UNIAN.
The rating was founded by the International Expert Club and rating agency "ElitExpert".
According to the head of the organizing committee of the National ranking of influence "Elite of Ukraine", the chairman of the board of the International Expert Club, Elena Ovchynnikova, the main goal of the project is the formation of a new approach to the evaluation of the elite of the state. In the development of new behavioral criteria in society - based on the untainted reputation and high moral qualities of the ruling elite.
Politicians, businessmen, officials, civil servants, public figures, cultural figures, scientists, doctors, as well as athletes, representatives of various religions and representatives of the media sphere can take part in the rating. The number of participants in the large regions of the country - Kyiv, Odesa, Kharkiv, Dnipropetrovsk and Lviv - will be 300 people, in the other nineteen regions - 200.
Note that 200 international, national and regional experts are involved in the rating. All of them are professionals in the field of political science, sociology, economics, jurisprudence and media.
Rating "Elite of Ukraine» will be held in two stages. At the first stage, until August 31, the organizing committee accepts and reviews applications from experts. They will form a preliminary list of meritorious people whose activities are most effective and useful for society, as well as those who control the resources of power and property, make key decisions. The application can also be submitted by the rating participant himself or by a third party.
Candidate of Sociological Sciences, head of the "Pulse" sociological research center, member of the organizing committee of the "Elite of Ukraine" ranking Elena Knyazeva said, from September 1 to 20, experts will evaluate candidates by region. For this purpose, a 100-point measuring scale was developed to determine the significance and influence of specific persons. In addition, it is possible to vote for the rating participants online on the project's official website.
"Special attention was paid to research methodology, we took into account the experience of previous projects. For this, a working group was created, which included specialists in the field of sociology, political science, economists and, after numerous disputes and discussions, a 100-point scale was developed. In our opinion, this is a fairly effective tool, which allows for a large number of points to record the maximum differences and the maximum dispersion in experts' evaluations, so as not to create a situation when the same nominees receive the same number of points. Thus, we will be able to account for all the differences in the ratings for different categories. We also developed 10 criteria, based on which these grades will be given on a 100-point scale," she explained.
In particular, experts will focus on the following 10 criteria:
- public recognition and trust;
- official status, career growth, success, personal achievements - resources (sources) of influence;
- competence and professionalism;
- mind, intelligence, education, literacy, intelligence;
- Financial independence;
- charity, patronage, volunteering;
- patriotism;
- high moral qualities (honesty, orderliness, transparency, not using your position for your own purposes);
- social responsibility (service to people, society), reputational integrity;
- the ability to achieve set goals, independence in decision-making.
20 experts will be appointed for each region, the final result will be made up of the total assessments of the experts.
Note that political technologist, deputy director of the situation modeling agency Aleksey Golobutsky is also participating in the project.
"I am interested in taking part in this project, I wonder how much it coincides with my views. This is difficult, serious work. I hope I can help. I'm interested in how a researcher can be both in the process and look at the result from the side," he said.
Already on September 21, experts will summarize the results of the online voting and announce the results of the first regional round of the National ranking of influence "Elite of Ukraine".
On the same day, the second round of expert evaluation will begin, during which experts and online users will choose the best from the general all-Ukrainian list of applicants. It will include 300 persons, 240 of whom are the leaders of 24 regional ratings, and 60 are high-ranking persons and state officials who do not participate in regional voting.
On October 5, the organizers of the project will summarize the final results of expert and online voting and name the laureates of the first National rating of influence "Elite of Ukraine».
