On Tuesday, December 15, the Verkhovna Rada plans to consider a draft law on extending the validity of the law on the personal status of Donbas for one hour.
This was reported by the Speaker of the Parliament, Dmitry Razumkov.
"An important issue will be the issue of extending the validity of the law on the so-called person status of Donbass for one hour. It will be submitted to the Verkhovna Rada of Ukraine for consideration tomorrow," he said at a meeting of the conciliation council on Monday.
As reported, on December 12, 2019, the Verkhovna Rada extended for one hour — until December 31, 2020 (inclusive) — the effect of the law on the special order of local self-government in certain districts of Donetsk and Luhansk regions.
The draft law extends for an hour the possibility of temporarily introducing a special order of local self-government in certain districts of Donetsk and Luhansk regions, established by Article 1 of the Law of Ukraine "On a special order of local self-government in certain districts of Donetsk and Luhansk regions."
The Law on the Special Order of Local Self-Government in ORDLO was adopted by the Verkhovna Rada in September 2014 and entered into force on October 18, 2014 for a period of 3 years. The document stipulates that the special order of local self-government in certain areas of Donbass will enter into force only "after the fulfillment of all the conditions set forth in Article 10 of the law, in particular in the part concerning the withdrawal of all illegal armed formations, their military equipment, as well as militants and mercenaries from territory of Ukraine".
It should be noted that the Verkhovna Rada has not once extended the term of validity of this law for an hour. Thus, on October 4, 2018, the Parliament of Ukraine supported the presidential legislative initiative, which will introduce a special procedure for local self-government in ORDLO from the date of entry into force of the relevant law until December 31, 2019.
