Oleg Urusky, Deputy Prime Minister and Minister of Strategic Industries, told how he came to be close to Kadyrov.
The minister himself announced this on his Facebook page.
"The photo posted on the Facebook page of the Prime Minister of Ukraine D. Shmyhal shows the official opening ceremony of the international military-technical exhibition IDEX 2021, in which I am participating as the head of the Ukrainian government delegation.
The placement of the heads of official delegations during the procession at the beginning of the ceremony is determined by the protocol of the host state. The practice was applied, according to which personal guests of the ruling family were placed in alphabetical order," he wrote.
He also added that during, during and after the ceremony he had no contact with Kadyrov, who heads the delegation of the Russian Federation. He also noted that the Ukrainian delegation drew attention to the local protocol on the unacceptability of similar situations in the future.
"I do not think it is possible to 'sneer' from the representatives of either the aggressor country or any other country, thus demonstrating the insecure behavior and weakness of the Ukrainian side," Urusky wrote.
