Izmail is regularly rocked by scandals related to the activities of the city's mayor Andrii Abramchenko. This is about it in the investigation of the publication "Antikor".
The State Audit Service discovered a scheme where, under the slogans of restoration, the budget for laying asphalt is "sawed". The same thing is happening with the Teroboron Assistance Program: the funds are not going to a division of the local TrO, but to the repair of some evacuation paths between neighborhoods. And instead of shelters for the population, there are strange renovations of medical facilities, which are getting more and more expensive.
Significant amounts of funds are withdrawn from the city budget through contractors close to Izmail mayor Andrii Abramchenko. Local businesses and corrupt officials have become so insolent that only 2% of the billion-dollar city budget goes to help the Armed Forces, and they put many times more in their pockets.
"Since law enforcement agencies openly ignore corruption offenses in Izmail, we decided to find out the reasons for this fiscal and legal Izmail bacchanalia," Antikora journalists note.
The newspaper claims that the mayor of Izmail, Andriy Abramchenko, has such close relations with the Russian Federation that he traveled there a few months before the start of the military aggression - to the city of Ostashkiv, Tver region. And allegedly even received a temporary registration there:

At the same time, Ostashkiv is the conditional center of the "Seliger region". It was near this city that pro-Putin forums were held, in particular, forums of the "Nashi" movement.
And next to the town, on Lake Seliger, there is an island closed to outside visitors. The closure of the island is explained by the presence of strategic enterprises there - the Zvezda military plant, which produces gyroscopes for missile technology, and a scientific research institute, where in Soviet times protection against biological weapons was sought. The island has the status of a closed administrative entity.
Antikor journalists do not rule out that the organizer of this trip was Stanislav Borysenko, the previous mayor of Izmail, and also, according to their information, Abramchenko's best man. In 2014, Borysenko left for the territory of occupied Crimea and works there in the occupation government of Sevastopol.
Thus, the investigators believe, perhaps these Russian connections are the main reason for the budgetary and legal bacchanalia of Izmail and the fact that Izmail's billion-dollar budget goes not to help the Armed Forces and, in particular, air defense, but to various incomprehensible repairs.
