Since September 15, there is no more State Architectural and Building Inspection of Ukraine (GASY) in Ukraine — it was liquidated by the Cabinet of Ministers. Instead of this body, the government created a new agency with similar functions by its order — the State Inspectorate of Architecture and Urban Planning (GIAG). (in Ukrainian - the State Inspection of Architecture and Urban Planning (ДИАМ).
According to the order, territorial bodies of the GIAG will be formed in each of the regions of Ukraine.
Despite the fact that the staff of the new structure is formed by only 30%, this amount is already enough to start work. At the same time, the Ministry of Community and Territorial Development assures that they have recruited only purposeful and honest people - through a competition with strict selection. According to Minister Alexey Chernyshev, this was done in order to remove corruption from the scope of the inspection of construction inspections.
"The selection of candidates for positions was carried out together with the National Anti-Corruption Bureau and the National Agency for the Prevention of Corruption. Each applicant was checked for virtue and tolerance for corruption. In the future, we will introduce a mechanism for proper control over the transparency of employees' work," the minister said.
All 100% of the employees of GASA, which existed until today, were dismissed and will not be hired in the new structure.
"This is one of the important steps in reforming the entire industry, which has suffered from corruption in recent years. The resistance was strong, but we did it. From now on, GASA no longer exists, and not a single employee of this body will be employed in the new structure," noted Alexey Chernyshev.
He also added that this day "will go down in history as the beginning of a new era in the field of urban planning — without corruption, without obstacles to business and illegal constructions."
