In Ukraine, due to the deterioration of the epidemiological situation due to the coronavirus, the procedure for the operation of transport in regions with a "red" level of epidemic danger has been changed. This was reported by the Ministry of Infrastructure of Ukraine.
Now the decision on quarantine restrictions on motor vehicles and railways in the regions of the "red" zone will be made by the regional commissions on technogenic and ecological safety and emergency situations in each region. Previously, such restrictions were introduced automatically upon the fact that the region fell into the "red" zone by decision of the Ministry of Health.
Thus, commissions can prohibit regular and irregular transportation of passengers by road and rail transport within the limits of the respective regions or separate administrative-territorial units.
At the same time, the prohibitions will not apply to:
- transit transportation;
- transportation by passenger cars, where the number of passengers, including the driver, does not exceed five people, excluding children under the age of 14;
- transportation by official and/or leased vehicles of enterprises, established within the limits of the number of seats and exclusively on traffic routes, about which the National Police bodies are informed no less than two days in advance;
- transportation of passengers by motor vehicle in international traffic if there is a laboratory-confirmed negative result of a PCR test for COVID-19, conducted no more than 48 hours ago.
Also, according to a separate decision of the State Commission on Technogenic-Ecological Safety and Emergency Situations, it will be prohibited to board passengers on interregional road or rail transport, except for trains on special railway routes.
