The draft law, which is planned to be adopted in the second quarter of 2024, provides for a number of changes for refugees from Ukraine, in particular regarding payments. We are talking about the termination of financial support for accommodation and food (40 zlotys per person per day). The liquidation of the one-time cash allowance of 300 zlotys and the termination of support for the financing of photography when applying for a PESEL UKR (temporary protection status) are also foreseen.

What benefits will remain after the changes to the law

Temporary protection for Ukrainians will probably be extended until September 30, 2025. After consideration of the draft law in the Diet, the changes may enter into force on July 1, 2024.

In addition, a number of previous mechanisms of assistance to Ukrainian refugees will be preserved:

— the term of legal stay on the territory of Poland for people with PESEL UKR status;
— temporary use of premises for collective living of citizens of Ukraine;
— the validity period of national visas and temporary residence permits that were issued to citizens of Ukraine and whose validity period expired after February 24, 2022;
— continued access to social programs, for example, the "Rodyna 800+" program;
— access to the labor market for Ukrainians;
— extension of the period when doctors, dentists, nurses and midwives from Ukraine can obtain a permit to work in their specialty under a simplified procedure.

What payments will be canceled for Ukrainians in Poland

Instead, the new draft law provides for:

— cancellation of one-time cash assistance to newly arrived refugees in the amount of 300 zlotys (2945 UAH);
— changing the system of payment for accommodation and meals in collective centers. Refugees may be required to pay for their stay from payments under the "800+" program;
— cancellation of the "40+" program for homeowners who shelter up to 10 refugees from Ukraine in their homes free of charge.

According to Oleksandr Pestrykov, a representative of the monitoring and advocacy department of the Ukrainian House, the idea of ​​liquidating the "40+" program causes the greatest concern.

"Governments do not fully understand the extent of the use of the "40+" program by non-governmental organizations. It turned out that not every second refugee home cared for by public organizations was financed in this way. They promise that they will be transferred to the management of voivodes, but no one knows what form it will take.", - he noted.
