At its meeting on November 3, the Verkhovna Rada adopted the draft law on the state budget for 2023 in the second reading and as a whole.

"Parliament adopted the State Budget for 2023 in the second reading and as a whole. FOR - 295 deputies," he noted.

The deputy added that this is a record for the earliest adoption of the budget in the history of Ukraine.

Main figures
The revenues of the state budget are foreseen in the amount of 1 trillion 329,3 billion hryvnias, including the general fund of 1 trillion. 173,1 billion hryvnias, special fund 156,1 billion hryvnias.

Expenses will amount to 2 trillion 580,7 billion hryvnias, including the general fund of 2 trillion. 296,5 billion hryvnias, special fund 284,2 billion hryvnias. The marginal size of the deficit is 1 trillion 296,5 billion hryvnias.

GDP and inflation
It is expected that the nominal gross domestic product of Ukraine in 2023 will amount to 6 trillion 279,3 billion hryvnias. Real GDP will grow by 3,2% after falling by 32,0% in 2022.

Consumer price growth in 2023 is expected to be 28,0%, following inflation of 29,3% in 2022 (December to December).

Thus, in two years, the hryvnia will lose approximately two-thirds of its value.

Living wage and minimum pension.
The size of the subsistence minimum in 2023 will remain unchanged. The amount of state employees' salaries, pensions and social benefits depends on this indicator.

From January 1, 2023, the subsistence minimum per person per month was inserted in the amount of 2589 hryvnias, and for the main social and demographic groups of the population:

  • children under 6 years of age – 2272 hryvnias;
  • children aged 6 to 18 years – 2833 hryvnias;
  • able-bodied persons - 2684 hryvnias;
  • able-bodied persons, which is used to determine the basic salary of a judge - 2102 hryvnias;
  • able-bodied persons, which is used to determine the salaries of employees of other state bodies whose wages are regulated by special laws, as well as employees of tax and customs authorities - 2102 hryvnias;
  • able-bodied persons, which is used to determine the official salary of the prosecutor of the district prosecutor's office - 1600 hryvnias;
  • persons who have lost their ability to work (minimum pension) - 2093 hryvnias.

The minimum wage
In 2023, the minimum wage will not increase. The document establishes the minimum wage from January 1, 2023:

  • in the monthly amount - 6700 hryvnias;
  • in the hourly rate - 40,46 hryvnias.

Security and defense spending
In the budget, the total resource for national security and defense is 1 trillion 141,1 billion hryvnias (general fund - 1 trillion 6,1 billion hryvnias, special fund - 115,0 billion hryvnias, state guarantees - up to 20 billion hryvnias) or 18,2% GDP

Dollar exchange rate
In the state budget, the exchange rate is 42,2 hryvnias per dollar on average for the year. Thus, the dollar may rise in price by approximately 10 hryvnias (in 2022, the average exchange rate will be 32,3 hryvnias).

In addition, it is predicted that by the end of 2023 the exchange rate will grow to 45,8 hryvnias.
