Gas extortion: how Ukrainians were forced to pay for the delivery of gas through their own pipes

Ukrainians pay for delivery through pipes that were installed with their own money. Moreover, twice.

In January of last year, Ukrainians were surprised by the appearance of two gas bills at once. One of them concerned the heating itself, the other - the transportation of blue fuel to homes. Today, this has already become the norm, although it is always an unpleasant reminder of itself when tariffs are increased. However, the most interesting thing is that Ukrainians pay for delivery through pipes that were installed with their own money. Moreover, twice.

"Lost" millions

In July 1991, the Cabinet of Ministers of the then Ukrainian SSR (only a month before the Act on the Declaration of Independence) decided to carry out gasification of rural settlements.

After gaining independence, Ukraine did not abandon the project, continuing to implement this decree. This is evidenced by numerous resolutions of the Cabinet of Ministers, and not only in 2000, when the project was to be finally implemented, but also in the following years. There it is written in black and white that the gasification of populated areas must take place at the expense of subsidies from the state budget.

For example, in the budget for 1999 UAH 40 million was allocated for the implementation of the project, and in 2000 - UAH 20 million. Colossal money for that time, which was allocated to local budgets to supply gas to the villages.

However, the residents of the villages of the 1000s can remember that they had to pay extra for gas connections out of their own pockets: the connection in the Odesa region cost from several hundred to XNUMX US dollars. The question of where the budget funds went and why Ukrainians paid for what they should have done for free is rhetorical.

Thus, Ukrainians first paid their taxes to the budget, and then directly.

It is interesting that about it The mass media wrote back in 2004:

"The editorial mail has collected many letters in which our readers talk about the problems they have to face in the process of gasification of settlements and private housing. If earlier state funds were directed to this and gasification took place, so to speak, centrally (although very often - only in the center, for example, in the district), then recently all these troubles - organizational and financial - are mainly the concern of those who intend to connect to gas main".

And tariffs continue to rise

As previously written by ElitExpert, tariffs for gas delivery are steadily increasing. In 2020, this happened twice: in the summer and now (the new tariffs will come into force on January 1, 2021).  

It is interesting that many residents of private houses in their time allocated money for gas pipelines in the villages. Now they are obliged to pay for the delivery of the pipes, for which at one time they themselves paid several thousand hryvnias in the heating season.
