Is another grant wasted in Izmail?

If you carefully study the Regional program on environmental protection of the Odesa region for 2024-2028, one gets the impression that officials are trying to hide their mistakes with the help of the program. For example, in Izmail, they decided to develop land management documentation on the organization and establishment of boundaries for the City Garden and take measures to enter information into the State Land Cadastre. And the amount seems ridiculous for a territory of 1,5 hectares - only 60 hryvnias. But there is one but...

In 2018-2020, reconstruction and beautification works were carried out in the City Garden at the expense of the budget of the city of Izmail, as well as the European Union - according to the grant program "CULTOUR–BSB Development of sustainable cultural tourism in the Black Sea Basin" (BSB-117).

So, if the budget and grant funds were spent for the reconstruction of the park zone, which is not in the State Cadastre, then perhaps the mayor of Izmail, Andriy Abramchenko, allowed misuse of funds, and not only the city budget, but also international technical assistance?

There is one more nuance: in the course of the reconstruction and beautification, significant changes took place in the City Garden: new paths were laid, the road surface was replaced, and trees that hindered the reconstruction were cut down. Such works cannot be carried out without the approval of the Department of Ecology of OODA.

And if there were no such agreements (and how could they be, if the "City Garden" is not in the State Cadastre?) then we may be talking about another article of the Criminal Code.

We will remind that in the spring of 2018, the felling of trees was carried out by utility workers from KP "Zhilservis": we could not establish the amount of money spent. But the procurement of works "Reconstruction of the "City Garden" in Izmail as part of the project "CULTOUR -BSB Development of sustainable cultural tourism in the Black Sea Basin" (BSB-117)" was carried out through Prozorro and the amount of money spent is known: UAH 2

And even according to the norms of this time, such an amount indicates the misuse of funds in a large amount, for which criminal liability is provided under Article 210 of the Criminal Code of Ukraine. And if you take into account all the funds spent on the improvement of the "City Garden", including Izmail's budget, the amount will reach a particularly large size.

Meanwhile, in the course of the reconstruction, significant changes were actually made to the structure and dendroflora of the monument of horticultural art, which is Izmail's "City Garden".

Yes, according to research "Analysis of the dendroflora of the park-monument of horticultural art "City Garden" (Izmail, Odesa Region)", in the summer of 2014, 66 types of woody and semi-woody plants grew in the City Garden. 13,6% of all species and 7,6% of all individuals of the dendroflora of the park were subject to official protection at the international and state level. At that time, it was concluded that the value of the Izmail City Garden as an object of the nature reserve fund was still preserved.

However, in 2018, utility workers destroyed almost all bushes in the garden, and also damaged unique trees. This, by the way, is another criminal offense provided for in Article 252 of the Criminal Code of Ukraine — "Deliberate destruction or damage to territories taken under state protection and objects of the nature reserve fund."

It is not surprising that after such fellings, the Ecological Passport of the Odesa Region (the latest available is for 2021) indicates the presence of 40 species of plants in the City Garden (and this is after 10 specially purchased exotic plants were planted there with grant funds). The number of species has decreased by one and a half times, and the value of Izmail's "City Garden" as a monument of horticultural art is in question. What is this but a crime against ecology and biodiversity?!

And the officials are going to hide all these actions by simply entering information about the actual state of the monument in the State Cadastre?

And does such a flower bed deserve a monument of garden and park art, which was included in the World Botanical Directory in 1959?

Meanwhile, this is not the only environmental offense committed by employees of the Izmail city hall and its utility companies. It is enough to remember how, starting in 2018, trees were cut down on both sides of the streets, and then miniature trees were planted, which cost a lot to the budget, but do not protect from the heat at all.

When the felling first began, the townspeople tried to influence the city authorities by collecting signatures and sending requests. But the manifestations of local democracy ended when those who disagreed with the destruction of trees were declared almost extremists.

And now it is said that all this felling of trees was necessary for the installation of a video surveillance system with software in the city of Russian origin. Were these fellings necessary so that the Russians could better observe the border town on the Danube?

Meanwhile, Ishmael was not ready for the warming of the climate. In this already almost subtropical city, it is not easy to protect yourself from the heat in the shade of trees in the summer. Especially, on the central streets, in the area of ​​the Fortress and all other places affected by landscaping and tiling.

This is how bald looks, not the most "pre-arranged" (as they say) option. And there are generally bald ones, but with tiles.
