During today's session, December 17, the Verkhovna Rada supported President Volodymyr Zelenskyi's law on "investments" in the second re-reading, which provides for state support for investment projects of 20 million euros or more.
The corresponding bill No. 3760 was supported by 252 people's deputies.
In the second reading, the amount of the project, for which state support was provided, was reduced from EUR 30 million to EUR 20 million. Also, by the second reading, the committee proposed to expand the list of areas for projects that can claim such state support. Thus, we are talking about the following areas: processing industry (except for the production and turnover of tobacco products, ethyl alcohol, cognac and fruit alcohol, alcoholic beverages), mining for the purpose of further processing and/or beneficiation of minerals (except hard and brown coal, crude oil and natural gas), waste management, transport, warehousing, postal and courier activities, logistics, education, scientific and scientific-technical activities, healthcare, art, culture, sports, tourism and resort and recreation sphere. Also, the "transitional provisions" provide for the possibility of providing state support to investors in the field of beneficiation of iron ore.
The draft law indicates that projects that create at least 80 jobs with a salary 15% higher than the average salary in the region can count on government support. For the second re-reading, the deputies clarified the term of the special investment agreement — it is an agreement concluded between the Cabinet of Ministers, an investor with significant investments, the applicant and a local self-government body (in the case of providing them with state support).
