In Ukraine, on April 20, testing of officials of the customs service on qualification and reliability in all regions of Ukraine began. This was reported by the State Customs Service of Ukraine.
Testing of customs officials is one of the key stages of the personnel component of the customs reform. Each of the employees of the territorial bodies of the Customs Service will pass three tests within one day:
- to the level of knowledge of customs and anti-corruption legislation;
- on general abilities (in particular, abstract, numerical, verbal thinking);
- reliability testing.
On the first day, more than 900 customs officers must undergo testing, that is 10% of the total number of those who must be tested. The duration of the project will differ for each of the territorial bodies of the Customs Service, depending on the number of personnel and technical capabilities.
After passing the test, all customs employees will be enrolled as a single legal entity of the Guest Customs Service on a contractual basis with a trial period of 6 months.
Responsibility for the transparency and impartiality of field testing will be borne by members of the commissions created in the regions from among the officials of the customs authorities who have previously successfully passed reliability testing. Also, independent observers - representatives of international organizations and international technical assistance projects - are involved in the work of the commissions.
