In Odesa, veterinary officials obstructed business operations for more than six months

Businessmen even had to contact the US embassy.

In the summer of last year, shocking information came to the public's attention about how civil servants of the state veterinary medicine of Ukraine in the Odesa region, at the cost of "huge efforts and not human inspiration", are trying to make animal business attractive in our country. At that time, let's remind, using their official position and the weakness of the legislation, state employees - veterinarians Messrs. Sologub and Olefir kept 5 (five) containers with American dry food for cats since July, which had previously been allowed to enter Ukraine without hindrance for 15 years.

At that time, it was personally emphasized that the mess on the borders of Ukraine is also happening because for more than 9 months the state will not be able to appoint a permanent head of the State Production and Consumer Service of Ukraine instead of a temporary one. In order to get at least some clear answers, businessmen from Chornomorsk turned to the US Embassy, ​​law enforcement agencies and courts for help, but all in vain! Containers with American feed continued to stand on the penalty area in the Black Sea Sea Trade Port.

Finally, as a result of the selection and interviews, the Cabinet of Ministers of Ukraine in November 2020 appoints Ms. Vladyslav Magaletska to the responsible position of the Head of the State Production and Consumer Service of Ukraine, who in turn will radically reform the state veterinary control system at the border by January 01.01.2021, 6. As a result of such a reform, the outdated system of 4 regional services (which we inherited from the USSR) was eliminated as a phenomenon. Instead, a new system of XNUMX zonal Head Offices with central offices in Kyiv, Lviv, Dnipro and Odesa was proposed and implemented by Government Resolution. At the same time, for the management of the Southern (Odesa) and Western (Lviv) offices, Vladyslavya Magaletska, through interviews and testing, selected managers who did not work at all in the old system, but had relevant managerial experience in the positions of other control bodies and business structures, from among many applicants. Subsequently, the formation of relevant teams on the ground began with the involvement of time-tested methods of interviews and testing of employees. By the way, our famous "heroes"-veterinarians, Mr. Sologub and Olefir, could not pass the test and interview with the new management. Finally, at the end of December, they were dismissed from their positions.

Vladyslav Chaban, the head of the Southern Interregional Main Department of the State Production and Consumer Service at the state border (Odesa), to whom businessmen from Chornomorsk sent a corresponding letter (it is in the editorial office) and provided copies of documents on detained fodder, despite the processes of reforming and building a new structure, created a working group. For 7 days, he ensured the implementation of all the actions and measures provided for by the current legislation aimed at fulfilling the tasks and functions assigned to the Southern Interregional Head Office. Thus, civil servant Vladyslav Chaban proved his principledness and objectivity.

 The businessmen in bright tones told us about the frank surprise of the new legal service of the Southern Moscow State University of the DPSS at what "legal grounds" the stubbornness of Messrs. Sologub, Olefir and their Kyiv management was based on. Having not conducted any research on the seized fodder, not complying with the decisions of the Ukrainian courts and generally not having taken any management decision, they, the "vitilinarians", as they say in Odesa, "stupidly held the container". Of course, feeling "friendly support" from Kyiv.

   Meanwhile, the working group of the Southern Moscow State University of the DPSS received the full consent of the owners of the detained fodder for a thorough examination of the cargo, including its extended laboratory examination. At the beginning of January 2021, in the presence of the relevant structures, the feed containers were finally opened, the feed was listed and identified with US international veterinary documents. Veterinarians from Odesa established working contact with colleagues from the USA, who issued the specified documents. Representatives of the regional regional laboratory center of veterinary and sanitary examination from each batch took feed samples for thorough laboratory examination. In the meantime, the customs service carried out customs "cleaning" of the cargo, and after receiving a positive conclusion from the laboratory (the feed turned out to be safe for cats), the cargo finally left the penalty area of ​​the port. 

 At the same time, the state received appropriate customs payments and customs fees in the budget; laboratory and veterinary service - corresponding payments from the provision of services provided for by law; workers of the packing shop - wages for packing fodder, distributors received their share of funds for their work, etc. Well, the most important thing is that our little brothers, cats and kittens finally got their favorite food!

 But we (and we are sure that we are not the only ones) have one question left: why couldn't all this have been done six months (!) ago, in the summer of 2020? Maybe because the year is like this? Intercalary….

    Of course, we know that the businessmen will not leave the organized actions against them unanswered, because they were forced to spend their own funds on the senseless, in our opinion, detention of their property for 6 months. We are aware that the State Bureau of Investigation has already registered a relevant case in the ERDR based on the businessmen's lawsuit and has started an investigation, and relevant materials and new lawsuits have already been sent to the court. We have no doubt that the new management of veterinarians will finally give their own assessment of what happened.
