In the center of Odessa, they wanted to demolish the former architectural monument of the New Building Council, but changed their minds after the outcry

The other day it became known that in the center of Odessa, on Ryshelyevskaya Street, the construction of a six-story residential building with built-in non-residential premises and underground parking is planned. At the same time, according to local media, the builders were going to demolish the old mansion for the sake of this.

ElitExpert figured out who decided to start construction.

The work was to be carried out by the company "Odesa-City", and the general contractor is LLC "Marten Group". As local mass media reported, the project provides for 66 apartments (mostly one-room apartments). The total area of ​​the future building will be 11087,8 square meters. Town planning conditions and restrictions on the development of the site were issued on December 27, 2019, although they appeared in the register only a few days ago.   

The company "Odesa-City" was founded by the offshore company "UPPA FINANCE LTD". The founders of the offshore company are Vadym Shulman, a citizen of Israel, and Alexander Drumov, a resident of Odessa. Director of "Odessa City" is Yevgeny Suvorov.  

However, after the outcry, the city hall promised that the facade of the house on Ryshelievskaya would be restored to its original form. Thus, the Department of Architecture of the Odessa City Council will monitor compliance with the norms during construction on the site of the old mansion on Ryshelyevskaya Street, 47/49.

As reported at the meeting of the profile municipal commission and at. department director Tatiana Borynskaya:

"If our department is not satisfied with something, we will prescribe everything in urban planning conditions. In our requirements, it was prescribed to restore the facade of the building in the form in which it is. If we don't see it in the visualization, we prescribe how it should be done," the official notes.

Borynskaya also clarified that according to the regulations, the maximum height of the future object should not exceed 18,6 meters.

As a result, the members of the construction commission decided to send a request to the department to provide visualization of the object to clarify all the details of the discussed project and the floor plan.

Historical information

The three-story mansion was built in 1841, and in 1891 it was reconstructed under the typography of Yefim Fesenko. Today, the object has lost its protected status, as has the nearby Ryshelyevsky Theater (Korolenko cinema). Next to the proposed building is another architectural monument - the Nolle house, built in 1901.

The building and the plot itself were purchased by Efim Ivanovich Fesenko from N. Nolle approximately in the second half of the 1880s.

The building was given the status of an architectural monument in 2008.
