Critical gas debts of heating companies in 24 settlements of Ukraine threaten the start of the heating season. However, over the past week, 10 enterprises have left the list of debtors. It is reported on the "Naftogaz" website.
It is clarified that in a week, 10 more TKE enterprises managed to prepare for the heating season, the number of critical debtors decreased to 38.
"13 regions of Ukraine have already entered or are starting the heating season — there is not a single city in them where the heat producer has a critical debt," the message says.
Naftogaz noted that Kyiv, Dnipropetrovsk, Donetsk, Zhytomyr, Kyiv, Luhansk, Odesa, Poltava, Kharkiv, Kherson, Cherkassy and Chernivtsi regions remain on the list of debtors.
"Naftogaz calls on the founders of the relevant TKE enterprises, most of which are local self-government bodies, to solve the problem and protect residents. The company publishes the list of critical debtors in advance so that residents of each region can check whether a local (regional) TKE enterprise is included in it, and the founders of such enterprises can prevent the development of the problem. We are talking about the fulfillment of mandatory gas supply conditions stipulated by Resolution of the Cabinet of Ministers of Ukraine dated October 19, 2018 No. 867," Naftogaz said in a statement.
It is noted that such conditions include, in particular, the signing of the contract with Naftogaz in accordance with the legislation, as well as the fulfillment of one of the following three conditions:
- compliance with the payment level of no less than 90% for all contracts concluded with Naftogaz Ukrainy (excluding fines). For a producer of thermal and electric energy whose property is managed by the State Property Fund, not less than 60%;
- or the conclusion and execution of an agreement with OJSC Naftogaz Ukrainy on debt restructuring for consumed natural gas in accordance with a standard agreement within the framework of the implementation of the Law of Ukraine "On measures aimed at regulating the debt of heat-supplying and heat-generating organizations and enterprises of centralized water supply and drainage for consumed energy carriers";
- or submission and implementation of the debt repayment schedule agreed by the executive body of the relevant local council, as well as implementation of current payments for used natural gas.
