On September 21, the Organizing Committee of the unique project for the country, the National Rating of Influence "Elite of Ukraine", founded by the International Expert Club and Rating Agency "ElitExpert", summarized the results of the First, regional stage of voting.
As reported by the head of the Organizing Committee, Elena Ovchinnikova, the list of the most influential people in each region was determined by an expert group, which includes experienced journalists, well-known political scientists, sociologists, public figures, and businessmen.
"Each expert had a subjective assessment, but due to averaging using a unique method, an objective picture was obtained - in our rating, those who are really the best were chosen," she noted.
As the Organizing Committee said, the defining criteria for the elite are education and responsibility. Therefore, the real representative of the elite is the one who is able to bear responsibility for the people in the zone of his influence.
Due to this, in many regions of the country, including Odesa, a unique situation has developed - many representatives of the old elites have given way to new ones. Thus, in the top ten of Odessa there was a place for two representatives of the same family at once - the businessman and philanthropist Adnan Kivan took the first place in the ranking, and the general director of the Kadorr Group Ruslan Kivan took the sixth place. Also at the top of the list is former Odessa governor Sergey Hrynevetskyi, general director of "Odeskabel", laureate of the State Prize in the field of science and technology Dmitry Iorgachev, head of the Association of Judges of Economic Courts of Ukraine Natalya Bogatskaya, deputies and sportsmen, musicians and representatives of science.
We note that the project organizers paid special attention to the research methodology, for which they took into account the experience of similar but much smaller projects. For this purpose, a 100-point scale was developed - an effective instrument that ensured maximum objective voting and eliminated the subjectivity of experts through a large number of points.
To assess the level of influence, 10 criteria were defined, on which experts' assessments were based. The criteria are unusual - only positive qualities are present in them - such as the candidate's intelligence, trust in him in society, patriotism, integrity, competence, honesty, etc.
In general, the organizers of the rating processed a huge array of information and selected one hundred people in each of the regions of the country, representing the real elite of society - among them both businessmen and politicians, as well as representatives of culture, sports, science and education. As the organizers of the National rating of influence "Elite of Ukraine" emphasize, a large-scale study helped to identify regional leaders and eliminate the information vacuum around them.
On September 21, the second stage of evaluation started, during which experts and online users will choose the best from the general all-Ukrainian list of applicants. It included 300 persons, 240 of whom are the leaders of 24 regional ratings, and 60 are high-ranking persons and statesmen who do not participate in regional voting. Thus, the organizers hope, a truly objective rating of the country's most influential people with a "plus" sign will be formed.
On October 5, the organizers of the project will summarize the final results of expert and online voting and name the laureates of the first National rating of influence "Elite of Ukraine".
