Kharkiv was prepared for defense according to the "Budanov plan" at least two or three weeks before the Russian invasion in the winter of 2022. Already on February 23, Kharkiv residents were given their first weapons. It became known from video the "Brave Hearts" project of the "1+1" TV channel.
According to Kyryl Budanov, head of the Ministry of Defense of Ukraine, in order to protect Kharkiv and the region from Russian troops, a decision was made to transport cargoes of weapons into the city in advance of a possible invasion.
"Two or three weeks before the start of hostilities, our officers sent parties of small arms along with grenade launchers, of course, explosives, etc. to the city of Kharkiv to create, let's say, a militia from the locals. It helped." - said Kyrylo Budanov, the head of the State Government of Ukraine.
A scout with the call sign "Vito" — one of the officers responsible for the implementation of the preparation plan for the defense of Kharkiv — admits that all actions were planned in advance.
"My friend and I, he is also a colonel, came to Kharkiv together before the full-scale invasion - to prepare for the defense of the city and the region." he said.
The strategy developed for the defense of Kharkiv was called the "Budanov plan".
"The commander called me and my colleague. And Budanov spoke. We gathered - and in Kharkiv. They loaded two cars with weapons and ammunition. Arrived in the city, made cache bookmarks. On February 23, I issued the first weapons to the people," — the officer recalled.
According to him, the number of volunteers who defended their city against the Russian invaders exceeded all expectations - there were not enough weapons.
"There was not enough ammunition, grenades, RPGs. What we brought was calculated for one number of volunteers, people who would take up arms. But the people of Kharkiv showed themselves in a completely different way. We had to arm them." "Vito" added.
