China has published a "peace plan" regarding Russia's war against Ukraine: it contains 12 points

Chinese politicians are calling for an end to hostilities and a return to negotiations

On the anniversary of the Russian Federation's full-scale invasion of Ukraine, China presented its proposal for a peaceful settlement of the current war, in which it listed ideas that should help settle the Russian-Ukrainian war.

Document text made public on the official website of the Ministry of Foreign Affairs of the People's Republic of China. 

A total of 12 points were included in the Chinese peace plan:

1. Respect for the sovereignty of all countries

"Generally recognized international law, including the purposes and principles of the Charter of the United Nations, must be strictly observed. The sovereignty, independence and territorial integrity of all countries must be effectively supported," the document says

2. Rejection of the "Cold War mentality"

The security of one country should not be achieved at the expense of others, the People's Republic of China said. "The security of the region should not be achieved by strengthening or expanding military blocs. It is necessary to take seriously the legitimate interests and concerns of all countries in the field of security and respond to them appropriately," the "peace plan" emphasizes.

3. Cessation of hostilities

"Conflict and war do not benefit anyone. All parties must remain rational and exercise restraint, avoid fanning the flames and escalating tensions, and prevent the crisis from further worsening or even spiraling out of control. All parties should support Russia and Ukraine in their work in the same direction and the earliest possible resumption of direct dialogue in order to gradually de-escalate the situation and, ultimately, achieve a comprehensive ceasefire," the document reads.

4. Resumption of peace talks

Dialogue and negotiations are the only viable solution to the Ukrainian crisis, the Chinese Foreign Ministry said. "The international community must remain committed to the correct approach to the promotion of peace negotiations, help the parties to the conflict to open the door to a political settlement as soon as possible, and create conditions and platforms for the resumption of negotiations," insists the PRC. China will continue to play a constructive role in this matter, the foreign ministry of the country said.

5. Solving the humanitarian crisis

"The security of the civilian population must be effectively protected, and humanitarian corridors must be created for the evacuation of the civilian population from conflict zones," the document emphasizes.

6. Protection of the civilian population and prisoners of war

"The parties to the conflict must strictly observe international humanitarian law, avoid attacks on the civilian population or civilian objects, protect women, children and other victims of the conflict and respect the basic rights of prisoners of war," the Chinese Foreign Ministry said. China supports the exchange of prisoners of war between Russia and Ukraine and calls on all parties to create more favorable conditions for this.

7. Ensuring the safety of nuclear power plants

China opposed armed attacks on nuclear power plants and other peaceful nuclear facilities and called on all parties to abide by international law, including the Convention on Nuclear Safety, and resolutely avoid man-made nuclear accidents. China also declared its support for the IAEA in strengthening the security of peaceful nuclear facilities.

8. Reduction of strategic risks

"Nuclear weapons should not be used, and nuclear wars should not be fought. The threat or use of nuclear weapons must be countered. It is necessary to prevent the spread of nuclear weapons and avoid nuclear crises," the document says. China has opposed the research, development and use of chemical and biological weapons by any country under any circumstances.

9. Promotion of grain export

"All parties should fully and effectively implement the Black Sea Grain Initiative, signed by Russia, Turkey, Ukraine and the UN, in a balanced way, and also support the UN in its important role in this matter," the PRC emphasized.

10. Termination of "unilateral sanctions"

The People's Republic of China said that "unilateral sanctions and maximum pressure cannot solve the problem, they only create new problems." "China opposes unilateral sanctions not authorized by the UN Security Council. The relevant countries should stop abusing unilateral sanctions and "long-finger jurisdiction" against other countries," the "peace plan" says.

11. Maintaining the stability of industrial chains and supply chains

China said that all parties should oppose "using the world economy as a tool or weapon for political purposes." "Joint efforts are necessary to mitigate the consequences of the crisis and prevent the undermining of international cooperation in the fields of energy, finance, food trade and transport, as well as undermining the recovery of the world economy," the document says.

12. Promotion of "post-conflict reconstruction"

"The international community should take measures to support post-conflict reconstruction in conflict zones. China is ready to provide assistance and play a constructive role in these efforts," the PRC said.
