People's deputy was informed about the suspicion of embezzlement of gas worth 2,1 billion hryvnias. About this Said Specialized anti-corruption prosecutor's office on Wednesday, October 11. SAP sources clarify that the suspicion was reported to People's Deputy Yaroslav Dubnevich from the "For the Future" parliamentary group.
It is noted that on October 10, the People's Deputy did not appear when summoned by a summons and did not answer phone calls from detectives. His lawyers informed the investigation that they do not have information about the whereabouts of their client and do not have a telephone connection with him either.
"During the day, NABU detectives, together with the SAP prosecutor, tried to establish the whereabouts of the people's deputy in order to serve the suspect, but he was not found at any address available to the investigation. In this regard, he was informed about the suspicion in absentia." - the message says.
The investigation established that during the years 2013-2017, the people's deputy, involving five other people, organized the acquisition of natural gas by officials of the Novoyavorivska and Novorozdolska thermal power plants under his control, located in the Lviv region, for more than UAH 2,155 billion.
Under his control, the company-owners of Novoyavorivska and Novorozdolska TPP concluded a number of agreements on the purchase of gas from Naftogaz for the production of thermal energy for the population. In order to reduce the cost of heat for this category of consumers, NAK supplied gas to commercial thermal power plants at prices significantly lower than market prices.
Novoyavorivska and Novorozdilska thermal power plants obtained "preferential" gas illegally without planning to use it for the needs of the population. Instead, they used this gas in their own economic activities for the production of electricity, which was subsequently sold by the State Enterprise Energorynok at a tariff determined on the basis of the cost of electricity produced from gas at the market price." - reported in SAP.
As a result, the profitability of electricity production at Novoyavorivska and Novorozdilska thermal power plants in some periods exceeded 130%. Illegal surplus profits in the amount of more than UAH 3,5 billion were received.
During 2013-2018, the People's Deputy organized the legalization (laundering) of a part of these funds in the amount of over UAH 450 million by transferring them to the accounts of controlled LLCs and non-resident companies, including those registered in Cyprus and the Marshall Islands, mixing and disguising them, and eventually returning them to Ukraine under the guise of foreign investments to finance a new business in the Lviv region.
As of today, the pre-trial investigation is ongoing. The issue of selecting a preventive measure for the suspect is being resolved.
The indictments against five participants in the crime have been sent to court, and the complete property complexes of Novorozdilska TPP and Novoyavorivska TPP have been seized.
We will remind, back in 2019, the owners of two Western Ukrainian CHP plants were accused of embezzling "social" gas from the state. At that time, SAP prosecutors sent a case to the High Anti-Corruption Court about the embezzlement of more than 300 million cubic meters of Naftogaz gas worth more than 1,4 billion hryvnias.
In November 2019, Naftogaz appointed a manager for the troubled Dubnevych brothers CHPPs - Novorozdilska and Novoyavorivska.
