In the next package of US sanctions against the Russian Federation, the American authorities included a number of Russian banks in the SDN list (composed by the Department of Foreign Assets Control of the US Treasury Department). Mid-level banks, including regional banks, have been added to the large credit organizations that have been in it for a long time. Such measures against Russian banks by the US complicate the relations of SDN-list participants with banks of other countries and increase the risk of disconnecting them from SWIFT.
The US Ministry of Finance today added 11 Russian banks to the blocking list (Specially Designated Nationals List — SDN-list): Moscow Credit Bank (MKB), Metallinvestbank, SDM-bank, Lanta-bank, Livoberezhny bank, UBRiR, Primorye bank ", MTS-bank, "Uralsib", "St. Petersburg" and "Zenith". The list also includes financial companies from the Veles group.
Getting on the US SDN list can also lead to disconnection from the financial messaging system SWIFT and its counterparts: "Despite the fact that SWIFT is a Belgian legal entity, the company does not want to become a violator of American sanctions." Russian Oschadbank, VTB, FC Vidkrity, Promzvyazokbank, RSGB, Radkombank, Bank "Russia", MKB, Novikombank have already been disconnected from SWIFT.
Getting on the American blacklist also risks losing relations with banks from third countries, which will be afraid of secondary sanctions, which can lead to the blocking of dollar payments of ordinary legal entities and individuals that have already been sent to other foreign banks.
Also, the US authorities imposed export restrictions on the Skolkovo technology park and its related companies, the Skolkovo and Skoltech foundations, the companies of the Veles group, and Megafon.
Also on the list of export restrictions are the Federal Service for Military-Technical Cooperation of Russia, the Ilyushin Aviation Complex, the Makeev Rocket Center, Electron-Optronik JSC, Zelenograd Nanotechnology Center, Kremniy JSC, VisionLabs, the Fund for Advanced Research, Design Center Union", Scientific and Industrial Association named after S. A. Lavochkina, RNDI Electronstandard JSC, Yumatex JSC (part of Rosatom) and its three "daughters".
In addition, the US Ministry of Commerce expanded the list of goods that are classified as luxury goods in Russia and Belarus: it included 276 more items. As part of the sanctions, the US will introduce a 10 percent tariff on imports of aluminum and aluminum products from Russia starting March 200.
