Departure of men abroad: some categories may be given permission

However, there are conditions

The Verkhovna Rada proposed opening borders for men, but under certain conditions. Not everyone can get an exit permit. Yes, two relevant draft laws have been registered in the parliament —  № 9075  and  № 9074 , they have already been sent to the specialized committee for consideration.

Students, athletes and other citizens who are not subject to mobilization may be allowed to travel abroad during martial law.

However, there is a condition: the departure of the above-mentioned persons must be agreed with the Territorial centers of staffing and social support (TCC and SP).

Draft Law No. 9075 deals with amendments to the Law of Ukraine "On the procedure for departure from Ukraine and entry into Ukraine of citizens of Ukraine" regarding the peculiarities of the departure abroad during a special period of students and other citizens who are not subject to conscription for military service during mobilization . In the second draft law, there is an amendment to the Law of Ukraine "On the procedure for leaving Ukraine and entering Ukraine for citizens of Ukraine" to ensure that Ukrainian athletes can travel abroad under martial law to participate in international competitions and other sports events.

They predict that persons must agree to travel abroad with territorial recruitment and social support centers or undertake an official obligation to return to Ukraine no later than the end of the term for which they are not subject to mobilization, in accordance with the norms of the current legislation (or within 30 days after departure abroad).

Important reasons for returning to Ukraine later than the permitted period include:

  • ban on leaving the host country;
  • natural disasters, catastrophes, accidents;
  • stay in hospital treatment;
  • performance of tasks in the interests of Ukraine;
  • other circumstances that prevent departure from the host country.

But if the deadlines for returning home are overdue and without valid reasons, the citizen will be punished. Or, as the People's Deputies suggest, he should pay a mandatory contribution to the ZSU account, which is equal to the subsistence minimum for each overdue day.
