The construction customer is Sport and Odych LLC (EGRPOU code 35991040), the co-founders of which are:
Vasyl Ieremiya, deputy of the Odessa City Council from the "Trust in business" party, his mother, Anna Onyshchuk, who simultaneously manages Sport and Recreation LLC, and his father-in-law, Vyacheslav Shabroi.
LLC "Sport and Recreation" bought a toilet in the park, and then leased 0.037 ha for its own use (cadastral number 5110137500:26:011:0006). During the inventory of the park lands, this plot was excluded from the green zone, thanks to which the current construction became possible.
Journalists checked whether LLC "Sport and recreation" has a permit to carry out work. The basis was urban planning conditions, which were amended by the Department of Architecture and Urban Planning on August 17.08.2018, 2017. However, after reviewing the documents, a number of inconsistencies emerged:

For example, in zone P3, Odessa zoning (in contrast to state norms DBN B.1.1-22:2017) allows the construction of administrative buildings. But the administrative building and any entertainment infrastructure is not an educational institution.
It turns out that Jeremiah's company announces its intention to build a children's center on the site of the toilet, but does not change the purpose of the site.
In addition to obvious inconsistencies in the documents, construction in Starobazarny Square:
