In Odessa, they will conduct an inventory of land and create a city cadastre

Currently, land reform is being carried out at an active pace in Ukraine. Its purpose is to improve the management of land resources, introduce modern online technologies and ensure effective use and protection of land.
As a result of recent legislative changes, a number of powers in the field of land issues have been transferred to local communities from state authorities.

Odesa City Council now has limited information about land plots, since land registration is carried out by the territorial bodies of the State Geocadastre. In order to control the collection of land fees, it is necessary to have more complete information.

For effective management in the field of land rights, the mayor of Odessa, Gennady Trukhanov, has assigned a number of priority tasks to the Department of Land Resources of the Odessa City Council.
The first step should be a land inventory, during which the boundaries of land plots and their legal status will be determined.

"Today, more than ever, the city needs to create its own full-fledged database about all land plots. This will allow not only to restore order in the field of land relations, but also to increase the investment attractiveness of Odessa. Therefore, the result of the land inventory should be the creation of the city land cadastre - a modern digital model of the city's territory," noted Gennady Trukhanov.

In addition, the city's land inventory itself will reveal land plots that are not used, used inappropriately or not for their intended purpose. During the inventory, the boundaries of the land plots are determined and the collection of land fees (land tax or rent) is monitored.

According to the director of the Department of Land Resources of the Odessa City Council, Alexander Filatov, about 25% of the total area of ​​the city of Odessa is subject to priority inventory. This will make it possible to gradually increase revenues to the local budget by up to UAH 1,5 billion per hour.

Specialists note that it is possible to carry out a full inventory of all urban lands by the end of 2025. Now the Department of Land Resources is developing the city's target program of land use and protection for 2022-2025, which, after approval by the specialized commissions, will be submitted for consideration by the deputies of the city council.

As for the current year, it is planned to start the inventory from the territory of the industrial hub "Kulindorovo", where experts will analyze about 423 hectares of land.
