Tens of thousands of Odessa residents have been overpaying for electricity for years and are waiting for the government's response

The case will be handled by the People's Bureau of Investigation.

The heads of the Odessa OSMD have united against the lawlessness on the part of the energy monopolist - the company "DTEK Odesskie Elektrosety". On June 10, the correspondent of "ElitExpert" reported the struggle of thousands of Odessans with the monopolist in the "Odessit" press center.

 "For many years in Odessa, there has been a situation where residents of new buildings and other multi-apartment buildings are forced to overpay for electricity more than twice. And many of them don't even know about it. The reason for this is the reluctance of the DTEK company to fulfill the requirements of the law and transfer the commissioned houses from the industrial tariff to the civil tariff," said Vladimir Bukach, head of the public organization Narodnoe Bureau of Investigations.

In particular, as Olha Cheban, the chairman of Odesos, said, they have been fighting with DTEK for more than four years, but there are still few results.

"Now we have installed our meters for household needs and for general use, and we pay according to our meters, but DTEK does not want to accept them and does not seal them. Now they presented us with a debt of 14 thousand hryvnias. But the struggle continues, we had courts, and we won 37 hryvnias from them," she said.

As all the representatives of OSMD noted, the monopolist demands that the tenants of multi-apartment buildings pay out of their pockets for energy that the tenants did not consume. In this regard, the heads of the OSMD united and turned to the People's Bureau of Investigation for help.

Vladyslav Ershov, the head of the Etalon 2017 National Association of Medical Associations, spoke about his situation, which has been going on for four years:

"Our house was not completed, the developer went bankrupt. And only with the help of tenants, with additional fees, we brought the house to habitable condition. Now we have already concluded direct contracts with all monopolists, except for DTEK. Therefore, until now, our house uses electricity like a construction site, at industrial tariffs, which are twice as high as the civilian tariff of 1 hryvnia 68 kopecks. We have turned to DTEK many times with a request to conclude an individual contract with each consumer or to make a regular civil tariff for our OSMD, but we receive formal rejections, and the issue has not been resolved."

At the same time, Yury Zvelendovsky, chairman of the Dvor-12 Association of Housing and Urban Development and an expert in housing and communal services, explained that the scale of the problems is even greater than it seems at first glance: "The problems expressed here are not unique - but DTEK has not wanted to solve them for years. For example, those houses that are put into operation, receive a declaration of completion of construction, create OSMD and immediately face the impossibility of concluding individual contracts with oblenergo. There they refer to the fact that certain technical conditions are allegedly not met, without arguing this in any way. And the tenants of new buildings have been paying for years not according to the usual tariff of 1 hryvnia. 68 kopecks, but what a construction site. The next layer of problems is the lack of a normal format for the relationship between the OSMD and the power supply company. Recently, there was a trial about which my colleague Olga Cheban spoke. We won it and DTEK was forced to withdraw its application. We were able to prove the fraud of the energy companies, as they forced tenants to pay twice for the same kilowatts."

"The following problem arises when the meter, which calculates electricity, is installed with a 300/5 current transformer, and Oblenergo documents it as a 400/5 current transformer, which is why the increasing factor is not multiplied by 60, and by 80. This was the case, for example, at the "Tiras" housing complex, where inflated bills in three years already reached 200 hryvnias, which were overpaid by the tenants.

It also happens that the meter is located in a transformer substation, where there is no access to OSMD representatives. For example, this is the situation in the "Odessky Dvor" OSMD on ul. General Tsvetaeva, Representatives of residents cannot get there, and the bills that are sent to them are 2-3 times higher than the amount of real consumption.

We were forced to turn to the People's Bureau of Investigation, because our appeals to all authorities did not lead to anything," Yuriy Zvelendovsky noted.

He also cited figures showing how beneficial the current state of affairs is for DTEK Odessa Electric Networks.

"Simple statistics. Not so long ago, there was a differentiated tariff, when people paid 100 kopecks for the consumption of up to 90 kilowatts, and 1 hryvnia for more than 68 kilowatts. 1 kopecks. But in the absence of individual contracts, people paid 68 kopecks for 30 hryvnia, even up to one hundred kilowatts. DTEK illegally received from 50 to 8 thousand hryvnias per month only from one residential complex. And in Odessa there are more than XNUMX thousand residential apartment buildings - calculate the benefits yourself," the expert emphasized.

The participants of the press conference hope that this city-wide problem will move from a standstill after contacting the People's Bureau of Investigation, whose head Vladimir Bukach assured them of his support.

"Our organization saw the systematicity in the fact that the issues of the Odessa OSMD are not being resolved, and DTEK is interested in prolonging it as long as possible on a more expensive tariff, and not on what is prescribed by law. And this lasts for years. We will put our shoulder to the people to protect the violated rights of Odessans. Moreover, it is very difficult for the representatives of OSMD to fight openly with monopolists - you can go to court and even win it, but then look for a connection point to your home no closer than in Zaporozhye...

Now we have already prepared appeals to the NCRE, the Antimonopoly Committee, the specialized committee of the Verkhovna Rada, the government and the President, and we will achieve victory," concluded Vladimir Bukach.
