An extremely strange situation occurred in the Fontan community of the Odesa district with its head, Natalia Krupitsa. The head of the community holds a session on June 5 this year, almost all decisions are made by the majority of deputies, Natalya Krupytsia herself also votes "FOR". But four days later, on June XNUMX, the head issues order, which stops almost all decisions made and supported herself and council members.
All the decisions stopped by Krupytsa concerned the allocation of funds for the construction or repair of community infrastructure facilities. The head of the Fontansk OTG justified her decision as follows, quote: "in the draft decisions before the session, the executors of the budget programs were already determined, but during the session, the deputies changed the executors, which may affect the quality of the work."
We explain that construction and repair contracts in the community were to be performed by the companies indicated by the head of the community Natalia Krupytsia, but the deputies decided to entrust these works to other companies. And the head of the community did not like it so much that she canceled the voting decision of the majority of deputies, including her own.
As they say in Odessa, "what will I get out of it?". The approximate total amount of all planned budget expenditures (repair of roads and sidewalks, construction of a school and kindergarten, repair of electrical networks, construction of bomb shelters, purchase of generators and repair of heating networks), which were adopted at the session, attention - 21,5 million hryvnias.
In order for the comments and cancellation of the session's decisions to look at least a little legally correct, the head of the community notes that "deputies were not provided with draft decisions with changes in executors". But this argument raises logical questions:
- Who is responsible for preparing and conducting the session? - The head of the community
- Deputies voted without knowing what, like Mrs. Krupytsia herself? - Hardly
- If the deputies decided to entrust the improvement of the community not to the enterprises proposed by Mrs. Krupytsia, but to others, what is the problem? - Monitor at least 24/7.
And finally. There is a question about the competence of the head of the Fontansk OTG, Nataliya Krupitsa, if she does not even remember what she herself voted for at the session and what questions she raised.
