On the eve of the seventh anniversary of the beginning of the Euromaidan, the Verkhovna Rada proposes to adopt a special law that provides extensive benefits for its participants and family members of the Heavenly Hundred.

The draft law contains 17 articles and regulates the status of Euromaidan participants. According to the text of the project, it is proposed to grant those who stood on the Maidan and the families of the Heroes of the Heavenly Hundred a number of state benefits. Thus, the law defines the term "Revolution of Dignity" as "political and public unrest in Ukraine between November 21, 203 and February 21, 2014, caused by a mass civil protest movement against demands by the political leadership of Ukraine to abandon the legally established course of European integration and defending the constitutional foundations of democracy, human rights and freedoms".
The authors suggest assigning statuses to Maidan participants:
- a member of the family of the Hero of the Heavenly Hundred,
- an injured participant of the Revolution of Dignity, - an injured participant of the Revolution of Dignity with disability.
The procedure for assigning these statuses is proposed to be entrusted to the Cabinet of Ministers.
Depending on what status will be assigned, a person is guaranteed a number of social benefits.
So, they want to provide additional state financial guarantees in 26 directions to the members of the families of the Heroes of the Heavenly Hundred. 1. Provision of medical services and medicines.
2. Dentistry services.
3. Mental health services.
4. Sanatorium treatment once every 2 years.
5. The right to one-time targeted support for the purchase (construction) of housing in the form of cash compensation for a partial cost of housing, mortgage lending with reimbursement of part of the bank interest rate or obtaining a preferential loan at the expense of the state or local budget, priority provision of housing from a communal, departmental or service fund .
6. Once every 10 years, they will be entitled to compensation for repair costs from the local budget.
7. Priority provision of services for the improvement of children.
8. Compensation for vocational, higher, postgraduate and second higher education.
9. State targeted support for education in state and municipal institutions.
10. Priority provision of a place in general education and preschool educational institutions.
11. One-time payment for the cost of professional development and retraining services.
12. Use of annual leave at a convenient time with the right to receive an additional 14 days to it with the same salary.
13. Monthly monetary compensation of 75% of the cost of communal services (for gas, electricity, heating, water supply and drainage, including hot water, garbage collection). This right will be extended based on the calculation of 21 square meters of housing per person plus 10,5 meters per family. And for disabled members of the families of Heroes of the Heavenly Hundred, the calculation will be 42 meters per person plus 21 square meters. meter per family. Also, 75% of the phone subscription fee will be compensated.
14. 75% compensation for the purchase of solid or liquid heating oil and bottled gas.
15. Compensation of 100% of the cost of travel in urban transport, road transport in rural areas and suburban rail and bus transport.
16. For long-distance travel, a 50% refund will be provided.
17. Payment of temporary disability assistance in the amount of 100% of the average salary.
18. Pension increase in the amount of 25% of the subsistence minimum.
19. Receiving social services or registration in social institutions for social support and supervision.
20. Early retirement for men after 55 years, women after 50 years, with an insurance period of 25 years for men and 20 for women.
21. Free legal assistance.
22. Priority allocation of land.
23. Exemption from payment of the court fee.
24. Support for self-employment and entrepreneurship.
25. Keeping informed about benefits for this category.
26. For elderly people who do not have close relatives, the right to be registered with a social security institution or serviced by social workers at home.
The second category is the injured participants of the Revolution of Dignity. These are people who received physical injuries in the Revolution of Dignity, provided that they sought help from November 21, 2013 to February 22, 2013, but their injuries did not lead to disability.
They are guaranteed 20 different benefits. The list is similar to the benefits that the families of the Heroes of the Heavenly Hundred will receive, if the law is passed, with minimal differences.
For example, sanatorium treatment is proposed to be provided once every 3 years. They will not be entitled to compensation for repairs.
The third category is the injured participants of the Revolution of Dignity with a disability. These are people who were diagnosed with disability as a result of bodily injuries received during participation in the Revolution of Dignity.
They will also have the same rights as the above-mentioned categories. But sanatorium treatment once every 2 years, and for families - once every 3 years. They are also not entitled to compensation for repairs.
But in the case of travel compensation, they will have more extensive benefits - for the 3rd group of disabilities, 50% for railway, bus or air 2 tickets, for the 2nd group - 100% compensation for 2 tickets, and for the 1st group - 100% of the tickets by train, bus or plane without limit of quantity.
Also, in separate articles, the legislators prescribed a number of material compensations. For example, 1 million hryvnias in connection with the death of a family member who took part in the Revolution of Dignity, provided that the death is connected with participation in the revolution. Heavy damage was estimated at 700 hryvnias, moderate damage at 500 hryvnias, light damage at 200 hryvnias.
In a separate document, the deputies provided calculations of how much funds should be allocated in the draft state budget for 2021 in connection with the implementation of this law. According to them, an additional 86,2 billion hryvnias will be required.
The project also states that public display of a derogatory attitude towards the merits of the deceased participants of the Revolution of Dignity and Heroes of the Heavenly Hundred is illegal, and citizens and legal entities must be held responsible for such violations.
True, there are no references to the relevant articles of the Administrative or Criminal Code. According to the authors' idea, the law should enter into force after 6 months after its adoption.
