Steinmeier's formula may be included in the law on the personal status of Donbas / president.gov.ua
The so-called "Steinmeier formula" can be introduced into the law on the peculiarities of local self-government in the occupied part of Donbass.

"Actually, this formula allows the law to operate permanently under certain conditions. That is, despite the fact that the upcoming elections, which will be held in separate districts of Donetsk and Luhansk regions, will be recognized as meeting OSCE standards," Kostin explained.

According to him, Russia does not want to continue the dialogue. Therefore, the Council has only two options: either extend the law on the personal status of Donbass, which expires on December 31, or, subject to "successful negotiations", include this "formula" in the law.
At the same time, Kostin agreed that it is still difficult to answer when the next meeting of the "Normandy Four" may take place, even at the level of advisers to the leaders.
"Once again I want to say that we are really ready to move forward. And the negotiations in the "Normandy format" have already demonstrated effectiveness from the point of view that in the TCG format they will begin to develop more intensively," the Ukrainian delegate replied.
Steinmeier's formula: what is known
- The mechanisms for implementing the Minsk agreements proposed by the head of the Federal Republic of Germany in October 2015 were called Steinmeier's formula.
- The "formula" consists in holding local elections in ORDLO in accordance with the Constitution of Ukraine, confirmation of the democratic nature of the elections by the OSCE - permanent entry into force of individual local self-government in separate areas of Donetsk and Luhansk regions. Simultaneously with the implementation of this law, the withdrawal of troops and the establishment of control of Ukraine over the eastern border.
- At the same time, since 2015, Kyiv has been insisting on a phased settlement of the conflict in Donbass, while Russia and the leaders of the militants assure that the points must be fulfilled simultaneously, and not in chronological order.
- Representatives of the current President Volodymyr Zelensky are now accusing their predecessors of agreeing to the "formula," and the government, they say, should be guided by the agreements of 2016.
- However, the previous government insisted on prerequisites in terms of security, and the "formula" of the German minister explains the procedure only for holding elections and the entry into force of the law on personal status.
- The issue of implementation of the "Steinmeier formula" was once again raised at the "Normandy summit" on December 9 in France. Then Ukrainians reacted angrily to the possibility of its introduction with protest actions.
